Sounds like John Brennan is coming up with some really good ideas for the CIA. The key challenge will be to change a culture and institution that is so secretive and entrenched with a host of different subcultures and family ties. If he succeeds he will need to generate buy-in from a host of intelligence leaders, past and present, in order to make this happen. News reports portray Brennan as a serious minded hardworking guy. I hope this Irish Catholic succeeds because if he does, the nation overall will reap the benefits and lets face it, with cyber warfare being conducted, the NSA is really the bigger kid on the intel block and integrating job functions that reflect a CTC model might just be one answer that results in more effective information being presented to the President so he can make better decisions.
