South Carolina Governor Signs Bill to Improve PA Practice South Carolina Gov. Nikki Haley on May 21, 2013, signed Senate Bill 448 into law. The law went into effect the same day. This key legislative victory is the result of a multiyear coordinated advocacy effort on the part of the South Carolina Academy of PAs. The legislation makes the following changes to PA practice in South Carolina: • Streamlines the licensure process by separating licensure from the supervisory/employment approval process • Specifies a 10-business-day Board of Medicine approval process for PA Scope of Practice Guidelines • Removes the previous stipulation requiring the physical presence of the supervising physician to be on-site a specific percentage of time • Improves the ratio of physician assistants to supervising physician by allowing a physician to employ up to three full-time equivalent PAs and supervise three PAs providing care within his/her practice • Allows for increased physician involvement and determination of a PA’s scope of practice as it relates to advanced medical tasks and functions • Authorizes physician delegation of all scheduled (Category II –V) and nonscheduled medications to the PA as appropriate within the practice setting • Decreases the burden of chart co-signature in off-site practice from 100 percent to 10 percent of charts • Allows for more adaptable supervision by increasing the distance presently allowed between a primary practice site and an off-site practice from 45 miles/60 minutes to 60 miles, thereby increasing patient access to care
