South Sudan TV and Radio managers get training in Uganda／公共放送化に向けた研修続く（ウガンダ） From 8th to 11th September 2014, the managers and directors of SSTV/R and Ministry of Information and Broadcasting (MOIB) gathered in Kampala for training. During the training, the managers revised “Draft Outline Short Term Road Map towards Public Broadcaster”, which they first drafted in Nairobi in June 2014, with the help of the JICA experts of NHK-International, participants from Uganda Broadcasting Cooperation (UBC), and Ms. Elizabeth Smith, an ex- BBC consultant who specialises in helping moves towards Public Service Broadcaster. During the period of the seminar, the president of South Sudan signed the Media Bills into law on the 9th of September. The bills include Broadcasting Corporation Bill, which would make SSTVR a public service broadcasting corporation. Under these circumstances, importance of the roadmap is increasing since it could enable the corporation to function from the first day of its operation as public service broadcaster. The managers are determined to contribute to the creation of the new corporation which can bring peace and stability to their country. Paul Jacob, Acting Director General of Information, MOIB, stated at the closing ceremony that the Bill is consistent with the international standard of freedom of expression, and he and his colleagues will do their best to implement the Bill, and requested that JICA continues to support their effort. 2014年9月8日から11日まで、ウガンダのカンパラで、SSTVRと南スーダン情報省の幹部を対象とした研修が行われました。 研修では、NHKインターナショナル所属のJICA専門家をはじめBBC出身で公共放送局化の専門家であるElizabeth Smith氏やウガンダ公共放送(UBC)の協力のもと、2014年6月にケニアのナイロビで作成された「公共放送局化に向けた短期ロードマップ（アウトライン）」の暫定版を更新しました。 今回の研修期間中の9月9日、キール大統領がメディア関連法案に署名し、SSTVRを公共放送局化することを定めた公共放送局法が成立しました。このような状況の中、SSTVRが公共放送局化されたその日から、公共放送局として機能するために作られる短期ロードマップは、ますますその重要性を増しています。 研修の終了式で、情報省のPaul Jacob 情報局長（代理）は、「公共放送法は、表現の自由の国際的な基準を満たすもので、私たちはこの法律の実行に全力を尽くす。その 目標達成のためにJICAにはさらなる協力をお願いしたい」と述べ、南スーダンの平和と安定に貢献する新しい公共放送局の設立に全力を尽くす決意を新たにしていました。
