#South_Korea #Statement Ms. Eun-mi Shin, a naturalized US citizen, visited the Democratic People’s Republic of Korea (North Korea) on numerous occasions as a tourist. She wanted to find out what North Korea was like for herself. From her perspective as a Korean residing in the US, she shared her observations and her views on N. Korea. Ms. Shin was invited to go on a speaking tour about North Korea by a South Korean organization holding a Peace Conference on the Unification of Korea.” She is currently in S. Korea, together with Ms. Sun Hwang, a former Speaker of the National Labor Union in the Republic of Korea (South Korea). At a conference site in a Catholic church in Iksan, a high school senior committed a horrific terrorist act by igniting a homemade bomb, causing a fire and injuries to conference attendees. The student felt that Ms. Shin and Ms. Hwang were enemies of the State and wanted to act against their speaking tour. Immediately following this terrorist act, the police firmly stated that the student was arrested on the spot and that a full investigation would ensue. However, instead of performing a fact-finding mission on the terrorist activity allegedly committed by the student, the police searched the offices of the ‘June 15 Joint Declaration of the South Korea Commission’ and the Seoul Alliance Progress Movement. Furthermore, the police illegally seized and searched one of the victims (Ms. Hwang) apartment. In addition to the strange police activity, the Park government’s Justice Department is considering banning Eun Mi Shin and her husband from ever entering S. Korea again for activities deemed to be “anti-South Korean.” Ms. Shin was planning to leave S. Korea and return to the US on December 12, 2014. In a reverse of position, the Justice Department has placed Ms. Shin under investigation and has banned her and her husband from departing S. Korea for ten days. As a result, she is being held in S. Korea against her will, without being legally charged with a crime. According to the statements made by the Justice Department, a group of ultra-right wingers have filed a complaint against Ms. Shin for positively portraying N. Korea as a social democratic country” and “affirming the leadership of Kim Jung-eun and Kim Il-sung. How can this be happening in the year 2014, in a nation esteemed for exercising civil liberties, such as guaranteeing the inalienable rights of free speech and expression? Thus, we overseas Koreans, who uphold a deep appreciation of democracy and freedom of speech and expression, present this statement deploring the South Korean government and the major media sources who have turned a blind eye to these egregious acts of autocratic oppression. We are asking you to sign the following petition demanding the Korean government and press to stop framing overseas Koreans as pro-North agitators and to send Eun Mi Shin and her husband home immediately. Petition in regards to the terrorist act that occurred during Ms. Eun Mi Shins Peace Conference on the Unification of Korea 1: We demand an immediate repeal of the notorious National Security Law and a stop to the application of such cold-war era laws to innocent citizens who simply want to share their authentic experiences as an inquisitive and compassionate child of their Motherland, the Korean Peninsula. Furthermore, we urge the Park Administration to lift the illegal restraining order that is barring Ms. Shin from returning home to the USA. 2: As more evidence is mounting to indicate that this terrorist act is not an isolated incident, we demand a complete and thorough investigation into this intentional and targeted terrorist activity. We urge proper prosecution and just punishment of all responsible parties and demand a guarantee for a safe and peaceful country for all. 3. We demand an immediate and complete eradication of red-baiting and anti-North Korea sentiment that divide and conquer peace-loving people. Furthermore, we urge the peace talks between the North and South Korea resume immediately and once and for all, work tirelessly for a peaceful and reunified Korea. Be warned that the overseas Koreans and peace-loving community of people will continue to engage in an active peace-making process until the Park Administration completely and thoroughly re-establishes a peaceful and democratic nation state. 미국 시민권자인 재미교포 신은미씨는 6차례 민간인 관광객으로 북한을 방문하였고, 그가 북한을 방문해서 재미동포 아줌마의 눈으로 보고 느끼고 체험한 것을 책으로 내고 강연회 등을 통하여 그간 미국 동포 사회와 대한민국 시민들에게 널리 알려왔다. 전 민주노동당 부대변인 황선씨와 함께 ‘평화통일 talk concert’라는 강연회를 전국을 순회하며 개최하기 위해 현재 한국에 방문 중 이다. 대한민국 정부와 수구언론들은 이 강연회를 “종북 콘서트”라 몰아붙이며 신은미씨에게 미국으로 돌아갈 것을 종용했고, 법부무는 신은미씨 부부에 대해 재입국 거부를 검토하고 있다. 그러던 중 지난 12월 10일 전라북도 익산의 한 성당에서 열린 강연회장에 이들에게 불만을 품은 고등학교 3학년 학생이 황산이 들어간 폭발물을 제조하여 투척하는 테러사건이 발생했다. 경찰은 이 학생을 현장에서 체포했으나 엉뚱하게도 이번 강연회와 관계도 없는 6.15 남측위원회와 진보연대 사무실을 압수수색 하고, 피해자인 황선씨의 자택을 압수수색 하는 이해할 수 없는 행동을 하고있다. 더우기 12일 미국으로 돌아올 예정이던 신은미씨에 대해 고발이 들어와서 조사를 하겠다며 열흘 간 출국정지 시키고 억류하고 있다. 이번 압수수색은 황선씨와 재미교포 신은미씨가 진행한 ‘평화통일 talk concert’에서 종북 발언이 있었다며 일부 보수 단체가 고발한 데 따른 것으로 이들 보수단체는 이들이 김일성•김정은 등을 긍정적으로 평가하고 북한을 인권•복지국가인 것처럼 표현했다며 두 사람을 고발했다고 한다. 언론과 표현의 자유가 보장된다고 하는 민주주의 국가인 대한민국에서 2014년 이런 경악할 일이 발생하고 있다. 이에 우리 재외동포 민주시민들은 재외동포에게도 종북몰이와 탄압을 하는 대한민국 정부와 언론을 규탄하는 성명서를 아래와 같이 발표한다. 지난 수요일(12/10) 전북 익산 성당의 신은미-황선 통일 토크 콘서트에서 발생한 사제 폭발물 테러 소식에 경악을 금치 못하며 더우기 테러를 당한 피해자를 바로 다음 날 국가보안법 위반 운운하며 출국정지를 하는 처사에도 분노를 금할 수 없다. 우리 재외동포들은 박근혜 정권이 박정희 유신독재도 부족해 이제는 이승만 우익테러의 광기의 시대로 회귀하고 있다는 생각에 심각한 우려를 표한다. 이명박 정부 이후 박근혜 정부에 들어서 더욱 강경하게 공안기관 및 수구언론매체들, 심지어 일부 교육, 문화계까지 나서서 엄연한 통일의 상대인 북한을 적으로 생각하도록 만드는 종북 프레임을 지어 내고 엄연한 통일의 대상인 북에 대한 적대감을 고취시키며 끊임없이 종북소동을 일으켜 왔다. 지난 김대중, 노무현 두 대통령 시기에 형성되었던 남북간의 화해와 평화통일의 분위기는 간데 없고 갈등과 대결, 적대의 악순환만이 되풀이 되고, 남북의 화해와 통일을 이야기하는 개인이나 단체는 종북으로 규정되고 심지어 북한과 동일한 적으로 여기도록 부추기는 모습에 깊은 염려를 해 왔다. 급기야는 그 염려가 현실이 되어 이렇게 고교생이 화해와 통일을 이야기 하는 강연자(신은미 선생)를 폭사 시키겠다며 사제 폭발물을 만들어 와 강연장에서 폭발시키는 믿어지지 않는 테러 사건이 발생한 것이다. 신은미 선생은 남편 권유에 따른 우연한 북한여행의 기회를 얻어 북한을 여행하게 되었고, 반공의식에 깊어 젖어있던 재미동포 관광객의 입장에서 북한여행에서 겪었던 많은 일들을 국내 인터넷매체를 통해 꾸밈없이 생생히 전해주어 북한 사람들의 일상 생활에 대한 정보가 차단되어 있던 남한의 많은 사람들에게 큰 반향을 일으켰고 그것이 방북기행문으로 출판되고 전국적인 토크콘서트까지 열리게 된 것이다. 결과적으로 그의 일련의 활동들이 남북의 화해와 평화통일에 기여했다고 판단한 통일부는 방북여행 소감을 통일부 홈페이지에 실어 두었고 문화관광부는 방북기행문 책을 우수 도서로까지 선정하였던 것이다. 그런데 이제 와서, 여전히 책에서와 똑같이 발언하고 활동하고 있는 신은미 선생에게 국가보안법 위반 운운하며 탄압을 하고 종북몰이로 테러의 위협까지 겪게 하고 심지어 어제는 출국정지까지 시켰다니 박근혜 정부에 대해 분노를 넘어 절망을 금할 수 없다. 이에 조국을 사랑하는 우리 재외동포들은 다음과 같이 입장을 밝힌다. 첫 째, 남북해외의 모든 동포가 열망하는 평화통일에 도움이 되고자 북한의 모습을 본인이 본 대로 순수히 알리려 한 재미동포 신은미 선생에게 국가보안법을 적용하고 테러사건 다음 날 출국정지 조치까지 발효한 박근혜 정부를 강력 성토하며 국가보안법 적용시도를 중지하고 출국정지조치를 즉각 해제할 것을 촉구한다 둘 째, 이번 사제폭발물 테러사건은 단순히 한 고교생의 우발적 단독 범행이 아니라는 많은 정황 증거가 속속 밝혀지고 있다고 한다. 따라서 철저한 수사를 통해 이 사건에 관련된 모든 진실을 철저히 밝혀 관련자를 처벌하고 더 이상 이러한 테러범죄가 재발 되지 않도록 할 것을 촉구한다. 셋 째, 종북/반북 등 편가르기를 통한 갈등과 반목을 더 이상 부추기지 말며 남북간, 남남간 분열과 증오의 악순환이 되풀이 되지 않도록 남북 화해와 평화통일의 길에 다시 나설 것을 촉구한다. 그리고 박근혜 정권이 국민들 사이에 분열과 증오를 불러일으키는 모든 행위를 멈출 때까지 우리 재외동포들은 우리가 할 수 있는 다양한 방법으로 박근혜 정부의 반민주 반통일의 문제에 끝까지 강력히 맞서 나갈 것이다. 2014년 12월 12일 (금) 재외동포 성명서 참가자 일동 성명서 참가자 리스트 링크 => bit.ly/1urHrjT
