Speaking to reporters on Thursday after an economic-development event, Mr. Cuomo said that while the request was not unreasonable, legislative leaders did not appear interested in what he wanted in return: a cap on how much lawmakers may earn from outside jobs and a system for the public financing of political campaigns. There have also been discussions on closing a loophole that allows corporations to funnel huge financial donations to politicians in smaller amounts, through limited liability companies, disguising the true sources of the money.
