Special Foreign Service Limited Announcement on Behalf of the Bureau for Global Health VACANCY ANNOUNCEMENT United States Agency for International Development Foreign Service Limited (FSL) Position Position Title: Health Development Officer (Senior Health Research Advisor) Open Period: 9/26/2014 - 10/14/2014 Grade: FP-02 Salary: $101,283 - $148,737 Duty Location: Washington, D.C.[1] Duration of Appointment: 5 years Background: The position is located in the Bureau for Global Health (GH), Office of Health, Infectious Diseases, and Nutrition (HIDN), Division of Nutrition. The Senior Health Research Advisor will play a vital role in advancing USAIDs Health Infectious Diseases, and Nutrition (HIDN)s Health Research Program (HaRP), a portfolio of research, technology development, and research introduction/utilization activities, aimed at accelerating the introduction and scaled up use of interventions with public health impact. HaRP supports the achievement of the goals of Ending Preventable Child and Maternal Deaths (EPCMD), the Presidents Malaria Initiative as well as contributing to other activities such as AIDS Free Generation. This has historically included public health advances such as ORS/zinc; chlorhexidine for newborn cord care; short-course simplified treatment for presumed newborn sepsis; respectful maternity care; and global leadership in advancing the science and practice of implementation research. The Senior Health Research Advisor is responsible for strategy development, program design, project implementation, and technical direction and support to researchers, implementers, host governments, donors focusing on maternal and child health, malaria, and other public activities - working at the country, regional, and international levels. The Foreign Service Limited (FSL) Senior Health Research Advisor will be a core member of the HaRP team, led by a senior health science specialist. The program is housed in HIDNs Division of Nutrition and operates as a matrix management unit working across and in partnership with a diverse set of internal and external USAID stakeholders. Responsibilities: 1. Centralized Project Management Activities 50% Directs and supports public health activities focusing on research, research introduction/utilization to advance the state-of-the-art research and research introduction activities that lead to public health impact in the role of an Agreement Officers Representative (AOR) for one or more agreements. Evaluates and manages centrally administered programs/projects in line with USAID policies and procedures. Manages program, financial, reporting, and accountability processes. Represents the Agency in technical negotiations and advises management on key issues/constraints to program/project development. 2. Program/Project Development 25% Stays abreast of the state-of-the-art research, field practice, and needs working with country partners and global stakeholders. Undertakes analyses of programmatic gaps and opportunities as well as develops strategies as part of a coordinated portfolio of, as appropriate, applied research and technology development, health services research/implementation research, research introduction/utilization activities contributing to the introduction and ultimate at scale use of interventions with public health impact. 3. Agency-Wide Technical Resource 25% Serves as expert advisor and technical authority for maternal and child health public health programs/projects as well as other technical areas for global and agency-wide application. Advise USAID Missions, partner country governments, and other stakeholders on new developments and effective approaches, articulates the benefits of interventions to effectively reach specific target audiences, from high-level government and opinion leaders to technical audiences and community groups. Prepares or coordinates preparation of reports and analyses including the annual USAID Research Report to Congress, briefings, publications, and other means of promoting wide understanding of improved knowledge methods, and public health practice. Provides technical liaison with other USG agencies, donor organizations, multilateral banks, PVOs, U.S. universities, and professional organizations to coordinate with USAID programs, policies, and approaches in the sector. Coordinates the development of strategies, plans, program guidance, and application of research and research introduction learnings for Agency-wide incorporation into public health programs. Serves as liaison between USAID and other USG agencies involved in sectorial programs in developing countries. Attends conferences and meetings, for the purpose of professional and scientific interchange, and establishes and maintains effective working relationships with professional colleagues and institutions. Performs other duties as assigned. International travel to developing countries may be required up to 25% of the time. OTHER SIGNIFICANT FACTS Term and Salary of Position: This is a Foreign Service Limited (FSL) Non-Career Appointment, which is restricted to five consecutive years. An FSL Non-Career Appointment does not lead to further permanent employment in the United States Agency for International Development or conversion to another form of employment. The position will be subject to the Foreign Service (FS) pay scale and is graded at an FS-02 level; exact salary will be commensurate with experience, but ranges from $101,283 - $148,737 including Washington D.C locality pay. Selection Criteria: The Senior Health Research Advisor must be a U.S. citizen capable of being granted and maintaining a U.S. Government security clearance at the Top Secret level. The successful candidate will be selected based on a review of his/her qualifications, writing sample(s), one or more interviews and related activities, and reference checks. The hiring panel may check references that have not been specifically identified by applicants and may check references before or after a candidate is interviewed. Qualifications: Masters degree related to public health or health sciences and at least 10 years of relevant work experience. Technical expertise and theoretical and practical knowledge of one or more of the follow areas: maternal, newborn, and child health, malaria, and other infectious diseases, and/ or health systems. Knowledge of health services/implementation research and evaluation methodologies, program design, and implementation, as well as direct experience in translating research into use. Demonstrated ability to work in a multi-site and multidisciplinary team-based organizational structure, including partners and other collaborators; experience with cross-cultural teams. Demonstrated technical leadership, policy experience, and problem solving skills working on and providing expert oversight of complex projects in a highly sensitive environment. High degree of judgment, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs. Strong interpersonal communication and excellent oral communication and writing skills. Demonstrates experience meeting deadlines and balancing audiences and priorities in a busy professional environment.
