Special Judge under the Prevention of Corruption B.P Deshpande has directed that notice be issued to Crime Branch Police Inspector Sidhanth Shirodkar who is the investigating officer in the Serula Communidade land grab case against Goa Tourism Minister Dilip Parulekar. The Court directions came after being petitioned seeking that Inspector Sidhanth Shirodkar be hauled up for contempt of Court for making false and misleading statements on the case. The Court has directed Sidhanth Shirodkar to file his reply on December 18th. The Prosecution on instructions of Sidhanth Shirodkar had on 10th December informed the Court that the investigation in the case against Dilip Parulekar was almost complete and that sanction of the government had been sought to charge sheet the accused. However contrary to that statement made in Court, Sidhanth Shirodkar later in the evening with ulterior motives made false and very misleading public statements to the press that the Court was informed that the Tourism Minister Dilip Parulekar was a victim and not an accused in the case. Inspector Sidhanth Shirodkar acting as a caged parrot is mischievously and malafidely trying to derail the investigation so as to help the accused Dilip Parulekar. The Court has now been requested to direct the Director General of Police to entrust the investigation of the case to another officer to ensure that the wheels of justice are not sabotaged. The misconduct of the Investigating officer Sidhanth Shirodkar being a clear case of contempt of Court needs to be referred to the High Court under Section 15(2) of the Contempt of Courts Act, 1971 for appropriate orders. The Mapusa JMFC had on 16th January this year directed the Porvorim Police to register an FIR for offences under sections 119, 120, 420 read with 120-B of the Indian Penal Code, against Mr. Dilip Parulekar, Mr. Peter Martins, then attorney of Communidade of Serula and Mrs. Irene Sequeira the then Administrator of Communidade of Bardez and to investigate the case. The Porvorim Police registered the F.I.R on 17th January and then later on 4th April transferred the investigation of the case to the Crime Branch. The Mapusa JMFC on 14th August directed the Crime Branch to file a status report every 15 days on the investigation after the Court’s attention was drawn that the police were acting as caged parrots and dragging their feet in the investigation of the case just to shield the politically well connected Dilip Parulekar. The Crime Branch last month added Sections 13(1) (c) and (d) of the Prevention of Corruption Act against Tourism Minister Dilip Parulekar and the other accused. The investigation of the case is currently being monitored by the Special Court under the Prevention of Corruption Act. Inspector Sidhanth Shirodkar is now desperately trying to shield Dilip Parulekar by concocting a defense that Dilip Parulekar being ignorant of the law was misled and induced by Irene Sequeira and Peter Martins to illegally accept that 599 sq mts of Serula Commuidade land. Nobody will buy Sidhanth Shirodkar’s cock and bull version. Police are duty bound to properly investigate every case and cannot pick and choose whom to shield and who to target. Police officers in Goa like Sidhanth Shirodakar who are virtually operating as ‘karyakartas’of the BJP should quit government service and officially embrace the saffron brigade. The Rule of law must prevail.
