Specialty Agriculture: We will develop the following priority areas for growth; beef fattening and ex-port,revitalizing fisheries resources to spawn more fresh water fish,and focusing coffee farmers on specialty coffee that commands higher prices on the world market. Internally, small scale industry will be encouraged to absorb specialty crops like vanilla, spices, cocoa, fruits with the overall objective of increasing jobs and fighting poverty. Expansion of the Service Sector: Uganda’s workforce will soon number more than 10 million people.At the same time rising levels of primary and secondary literacy are increasing the number of entrants into the workforce to more than 300,000 a year.The absorption of these workers in industry,the public service and agriculture is not possible.The Serv¬ice Sector comprised of banking, tourism, transport, marketing and trade is the primary growth sector in the economy.Our national economic plan will provide investment incentives that leverage the abilities of our workforce, specifically language and information technology skills.We foresee subcontracting custom¬er support, electronic commerce logistical functions from global enterprises with a stable local economy and steady supply of an educated workforce. Expansion of Insurance Products and Disaster Mitigation: As an agricultural country, the risks that market cycles and vagaries of weather pose to the agricultural sector are enormous.It is a shame that the insurance in¬dustry has not been encouraged to offer crop insurance, and disaster insurance for the vagaries that often hit the agricultural industry. The DP government in consultation with the insurance industry will cater for this shortcoming,stabiliz¬ing farm and household incomes. Growth in Regional Trade: In spite of being landlocked,Uganda has countless opportunities due to its stra¬tegic location between 2 of Africa’s largest countries and deep hinterlands. Our crumbling infrastructure is a setback in tapping the huge markets in the DRC and the Sudan. Economic ties between these 2 countries and Uganda have also been sporadic due to our hostile foreign policy.We will provide border terminals in the 2 zones proposed for Kabale & Kasese, as well as Aruu in West Nile, and Gulu, Gondokoro, Mbale and Busia allowing foreign buyers to cross borders to purchase merchandise. We will further develop Class A Macadam roads to all border points in the country to foster border trade.This will help distribute the benefits of the import-export trade from the Kampala region. The DP govern¬ment is committed to fully liberalizing trade with partners in the East African Community and on a bilateral basis with other significant trading partners.
