"Specifically, in 2004, Smith entered a guilty plea to mail fraud relating to a conspiracy wherein he and two associates made false claims to operating an LGBT related "adolescent resource program" that never existed whatsoever. Receiving city HIV/AIDS grant monies to provide counseling services to children and teenagers who identified as transgender or were questioning their gender identity, Smith did nothing with the grant money and, instead, paid his "personal and business expenses with city money," according to a 2004 article in the Philadelphia Inquirer." These included horse stabling fees and a house at the Jersey Shore.
