Srinagar, July 01: 2009: A deaf and dumb person Abdul Rashid, 45, of Pahalgam was shot dead by the Army outside the CM’s official residence at Gupkar Road. The government as well as the Army had ordered separate probes into the incident. Soldiers of 22 RR shot dead two civilians, Javaid Ahmed and Muhammad Amin Tantray, at Bomai in Sopore in February 2009. A probe was conducted by then Deputy Commissioner Baramulla Baseer Ahmed Khan, which indicted Army saying that “troopers killed two civilians without any provocation” and “the Army action was not only disproportionate but breached all operational procedures.” However, the case is yet to reach the court with police awaiting sanction from New Delhi. A carpenter, Ghulam Mohiuddin Malik, was killed by CRPF men at Pakherpora in Central Kashmir’s Budgam district. An inquiry was ordered into the case. Sajad Ahmed Ganai of Kupwara was killed by 32 RR on the pretext that he had intruded into their camp, a claim contested by the locals. Army didn’t cooperate with the civil administration in the probe ordered by the then Deputy Commissioner Kupwara. 2010: The then Divisional Commissioner, Kashmir, conducted an inquiry into the killing of Zahid Farooq by BSF. It established involvement of BSF men in the killing. The police filed charge-sheet against BSF Commandant RK Birdhi and Constable Lakhvinder Singh charging them with murder, but the case was later handed over to BSF. The case is still going on. Three youth from Rafiabad, Baramulla, were kidnapped and killed by Army in a fake encounter in Machil in north Kashmir’s Kupwara district. Later police filed a charge sheet against an Army Colonel, a Major and seven others in the case. The state government had ordered probe into the first 17 killings (out of more than 120 killings of civilians) that occurred during the mass agitation of 2010. No one was brought to book. The magisterial probe ordered by government in killings of three youth-Ishtiyaq Ahmad, Shujat-ul-Islam and Imtiyaz Ahmed Itoo-in south Kashmir’s Anantnag district, indicted police officials for “cold-blooded murder”. But case was shelved later “for lack of evidence”. 2011: State government conducted inquiry into the killing of Manzoor Ahmad Magray of Handwara. He was killed by the soldiers of 4-Parachute regiment, but the case didn’t reach the court. 2012: Altaf Ahmad Sood was killed by Central Industrial Security Force in Uri area of Baramulla district. Sood was part of the protest against erratic power supply in the area. The government ordered a probe into the killing, but nothing was heard about the enquiry later. Ashiq Hussain Rather was killed by the soldiers of 32 RR at Rafiabad, Baramulla,. A probe was called under the Sub-Divisional Magistrate. 2013: Tahir Rasool Sofi was killed in firing by the soldiers of 46 RR at Baramulla. A probe was ordered into the case and the enquiry report has been submitted to the government. Altaf Ahmad Wani was killed in CRPF firing at Saidapora-Zoonimar in old city of Srinagar. The state government ordered a probe into the case, but nothing has been heard of the inquiry since then. Mullah Irfan
