"Statements cum photos of benign and innocent use" of the P50m Corona PDAF is a weak excuse. Why? because the P50m creates space in the usual sources of legislative discretion which is precisely the issue. Photos of health stations become viable pretext only if the total picture is presented. Within prudential limits, spending patterns will be demand-driven, in short the demand for public services will ease out potential dysfunction. But, funds are fungible, thus so-called "dagdag", "over and above", and "impeachment PDAF" or "RH PDAF" simply increases the window for discretion, thus dysfunction given generous menu and systemic procedural weakness and overall political economy. These dagdag sources are not to be sneezed at as they include 1. regular PDAF 2. VILP 3. regular DPWH line item 4. regional DPWH lump su 5. nationwide DPWH lumpsum and 6. other discretionary funds of the national government.
