According to executive order 13636, entitled “Improving Critical Infrastructure Cybersecurity” is a voluntary; risk-based Cybersecurity Framework that has been created. The Department of Homeland Security Voluntary Program (DHS-VP) will partner with the various members of federal agencies for assistance and increase participation with existing relationships with corporations; while providing more opportunities to create public-private partnerships (PPPs). Jeh Johnson, secretary of the DHS stated: “In cybersecurity, the more systems we secure, the more secure we all are. So everyone needs to work on this.” Patrick Gallagher, director and undersecretary of Commerce for the National Institutes of Standards and Technology (NIST), commented: “The framework provides a consensus description of what’s needed for a comprehensive cybersecurity program. It reflects the efforts of a broad range of industries that see the value of and need for improving cybersecurity and lowering risk. It will help companies prove to themselves and their stakeholders that good cybersecurity is good business.” The NIST will be tasked with giving advice to federal agencies, detecting threats and recovering systems online after compromise. On the heels of data breaches at Nieman Marcus, Michaels Stores and Target is this new standard by which the government will deal with cybersecurity and attacks online. President Obama said about the framework: “While I believe today’s Framework marks a turning point, it’s clear that much more work needs to be done to enhance our cybersecurity.” Obama said: “Our critical infrastructure continues to be at risk from threats in cyberspace, and our economy is harmed by the theft of our intellectual property.” This “living” document will be amended as needed “to keep pace with changes in technology, threats and other factors, and to incorporate lessons learned from its use.” The ICIC explains that “these updates will ensure the framework meets the needs of critical infrastructure owners and operators in a dynamic and challenging environment.” This recent display over cybersecurity is distracting from facts that were established nearly 2 years ago. In November of 2012, Presidential Policy Directive 20 (PPD20) or the new cybersecurity declaration from the executive branch of our US government. Obama has outlined a protocol that explains procedures that enable the military industrial complex to prevent digital attacks from foreign nations, hackers and any other definable threat to national security by specifying “constitutes an “offensive” and a “defensive” action in the rapidly evolving world of cyber war and cyber terrorism, where an attack can be launched in milliseconds by unknown assailants utilizing a circuitous route.” It is said that PPD20 directs the military to take over the internet in the event a cyber-attack is acknowledged by the president. Obama has outlined a protocol that explains procedures that enable the military industrial complex to prevent digital attacks from foreign nations, hackers and any other definable threat to national security on the internet. This “secret law” allows the National Security Agency (NSA) and Pentagon to employ armed forces to ensure American cyber-infrastructure and digital communications. The DHS is to have more authority over the internet with the introduction of this new EO. Under the guise of cybersecurity DHS will coordinate with financial institutions regarding issues related to protecting American digital infrastructure. Last October during National Cyber Security Awareness Month (NCSAM), the DHS reminded Americans that this is “an opportunity to engage public and private sector stakeholders – especially the general public – to create a safe, secure, and resilient cyber environment. Everyone has to play a role in cybersecurity.” Through the program Stop.Think.Connect. (STC), the DHS has teamed with Microsoft to create public service announcements (PSAs) that convince average Americans on how to perceive the inflated threat hackers have on the US government’s cybersecurity.
