Padahal, saat ini kuota BBM bersubsidi sudah semakin berkurang dan kemungkinan besar akan melampaui batas 46 juta kilo liter (KL). Ini kan pemotongan jatah BBM subsidi tidak boleh dilakukan lagi. Artinya, perkiraan kami BBM subsidi habis pada 20-an Desember, akan lebih cepat lagi habisnya itu sudah pasti, ucap Senior Vice President Fuel Marketing and Distribution Pertamina Suhartoko, ditemui di kantor Kementerian Kelautan dan Perikanan, Jakarta, Kamis (4/9/2014). Suhartoko mengatakan, justru yang dikhawatirkan saat ini adalah penimbunan BBM subsidi. Jika ditimbun, kuota BBM subsidi akan lebih cepat habis dari perkiraan. Saya kan nggak bisa bohong, kenyataannya seperti itu, ujarnya. Sampai saat ini, lanjut Suhartoko, Pertamina hanya bisa menyalurkan BBM bersubsidi maksimal 46 juta KL, sesuai Undang-undang APBN-Perubahan 2014. Tanpa upaya tertentu seperti penerbitan Peraturan Pemerintah Pengganti Undang-undang (Perppu), maka Pertamina tidak bisa berbuat banyak. Kami hanya boleh menyalurkan kuota BBM subsidi sebanyak 46 juta KL, cukup tidak cukup segitu. Permasalahannya bagaimana kalau tidak cukup sampai akhir tahun, saya tidak tahu, itu kewenangannya pemerintah. Kalau kita sok menjadi pahlawan, kuota yang kita salurkan lebih dari 46 juta KL agar masyarakat dapat menikmati BBM subsidi sampai akhir tahun, direksi Pertamina bisa terancam dipenjara, karena melanggar ketentuan undang-undang APBN-P 2014, jelasnya. Oleh karena itu, Suhartoko meminta pemerintah segera mencari jalan keluar terkait masalah ini, karena dalam Undang-undang APBN-P 2014 mengunci tidak boleh ada tambahan kuota BBM. Bagaimana cara pemerintah untuk bisa membongkar pasal kuota 46 juta KL yang dikunci di APBN, tuturnya.
