Sub-Saharan Africa NIGERIA (Country risk rating: High); 14 July; Suspected Boko Haram militants attack village in Borno State Militants attacked the Dille Village, in the Askira/Uba local government area in Nigerias north eastern Borno State, on 14 July. The attack took place at approximately 06:00 local time; militants reportedly targeted a number of churches, shops and residences, setting the buildings ablaze. The exact casualty number has yet to be confirmed; however, varying reports indicate between 27 and 45 fatalities. Although there have been no immediate claims of responsibility, the incident has been attributed to militants aligned with the Boko Haram extremist group. The group continues to maintain a strong operational presence in north eastern Nigeria, particularly in Borno State. While the north east of the country remains Boko Harams primary area of operation, it should be noted that in a video statement released on 13 July, Boko Haram leader, Abubakar Shekau, claimed responsibility for a recent explosion at the Apapa port fuel depot in Lagos on 25 June. Although initially reported as an accident, evidence has since emerged that the blast was intentional. If indeed a terrorist attack, the incident highlights Boko Harams increasing capacity to conduct assaults outside of its primary operational area. Nevertheless, with Boko Haram operatives entrenched in Borno, further violence is anticipated in the state over the near-term, at least. Due to various security concerns, clients are advised against all non-essential travel to Nigeria and against all travel to several north eastern states, including Borno. Persons in the state should implement robust personal and residential security precautions at all times. These should include coordinating all movements in the presence of a security escort and ensuring that all accommodation is sought within secure compounds. Hmmm.
