Submission: Victoria Police examination into Field Contacts Policy and Cross Cultural Training – Community Consultation Phase This submission is made by Arnold Bloch Leibler and the Flemington and Kensington Community Legal Centre. ABL and FKCLC acted as joint solicitors on the record in the Haile-Michael & Ors v Konstantinidis & Ors Federal Court proceedings, which settled on 18 February 2013. This submission is also made by the Applicants’ counsel in the Haile-Michael case, Jeremy Rapke QC, Emrys Nekvapil and Phoebe Knowles. One of the terms of settlement of the proceedings was the creation of an examination or inquiry into Victoria Police’s field contacts policy, including data collection concerning field contacts, and into cross cultural training provided within Victoria Police. This submission responds to that and, amongst other things, focuses on the ways and means of identifying and eradicating racial profiling and other racially discriminatory practices within Victoria Police.
