In order to achieve the compact objectives, IRUWASA now seeks applications from suitably qualified Tanzanians who are self motivated, hardworking, honest and committed to their work to fill the following positions:- 1.0 HEAD OF PROCUREMENT AND SUPPLIES UNIT - (1 POST) Reports to : Managing Director 1.2 Duties and Responsibilities (i) Advises the Managing Director on all matters related to procurement and supplies. (ii) Reviews, formulates and updates changes in procurement policies of the Authority for final decision. (iii) Establishes effective inventory control and materials management policies, procedures, guidelines and regulations and ensures their implementation. (iv) Supports the functioning of, and serve as the Secretariat to the Authority’s Tender Board and implement decisions of the Tender Board. (v) Prepares minutes of the Tender Board and maintains records of all procurement, disposal and related activities. (vi) Serves as stock verifier and inspect goods for quality and quantity upon delivery, issue or during storage. (vii) Deals with stores, purchasing/procurement or clearing and forwarding management and matters related to them. (viii) Supervises and carries out stock counts, stock valuations and establishes provisions for obsolete and slow moving items. (ix) Plans, coordinates and manages and recommends procurement and disposal by tender except jurisdiction and award of contracts. (x) Liaises with and compiles all procurement requirements of the different directorates, departments and units. (xi) Liaises with bidders on procurement matters within his/her mandate. (xii) Conducts inspection on the quality of procured items. (xiii) Keeps procurement documents in safe custody. (xiv) Prepares departmental procurement budgets. (xv) Conducts coaching and training junior procurement staff on emerging changes in the procurement field. (xvi) Controls payments according to the laid down rules and procedures. (xvii) Verifies and authorises procurement payments. (xviii) Ensures adherence to proper procurement practices and procedures. (xix) Performs any other duties as may be assigned by the Managing Director. 1.3 Qualifications and Working Experience (i) Holder of Masters Degree in Materials Management or Procurement and Supplies Management or Procurement and Logistics Management or Supply Chain Management. (ii) He or she must have been Certified as Supplies Professional (CSP) or Certified as Procurement and Supplies Professional (CPSP). The Candidate must be registered by the PSPTB/NBMM as authorized procurement/supplies officer. (iii) He or she must have a working experience of ten years (10) in a relevant field, of which 3 years should be at managerial level. (iv) Competence in any inventory management computer package is necessary. 1.4 Age Limit Age should be between 35 and 45 years. 1.5 Remuneration According to IRUWASA Salary Scale : IWAS 11 = (2,600,000.00). 2.0 ENGINEER GRADE I - (1 POST) Reports to : Technical Manager 2.1 Duties and Responsibilities (i) Ensures construction, repair and maintenance of sanitation infrastructure, pumping plants, leakages, water network services, new connections, meter installations, line disconnections are effectively carried out; (ii) Ensures there is no water leakage or wastage in their respective areas of supervision. (iii) Ensures waste water treatment, environment of water catchments are hygienically maintained and that water quality monitoring is effectively done according to the set standards. (iv) Makes sure that a user friendly customer service is observed through meter installation, reading and bills distribution; (v) Prepares reports, business plans, strategic plans and submitted them to the Technical Manager for review; (vi) Identifies illegal connections and water disconnections and takes appropriate actions without delay; (vii) Maintains all working facilities – tool, equipment, and vehicles at cost effective prices; (viii) Prepare timely and accurate daily, weekly, monthly, quarterly and annual performance reports; (ix) Conducts regular work performance system review and consults the respective superiors for discussion and rectifications; (x) Provides proper technical solution on Non-Revenue Water (NRW) reduction. (xi) Programs, plans, supervises and carries out all scheduled and not scheduled operation on reduction of water losses in the distribution network, (xii) Undertakes comprehensive leak detection, flow and pressure measurement in the network, work with metal locator to find appurtenances, metallic pipes and metallic cables, (xiii) Undertakes regularly or on request readings from flow meters and pressure recorder, (xiv) Participates in collection of water and sanitation data, process it by using GIS software, (xv) Conduct inspection and carries out correction related to safety, security and occupational health with emphasis to construction sites, (xvi) Performs other related duties as may be assigned by the respective Supervisor. 2.2 Qualifications and Working Experience (i) Holder of Bachelor Degree or Advanced Diploma qualifications in Civil, Mechanical, Electrical, Environmental, Sanitary or Water Resources Engineering from a recognized Institution who has 3 years of working experience in a relevant field. (ii) Computer competence in engineering packages will be added advantages. (iii) Effective verbal and written communication skills in both English and Kiswahili. 2.3 Age Limit Age should be between 25 and 45 years. 2.4 Remuneration According to IRUWASA Salary Scale : IWAS 7 = (1,110,000.00). 3.0 TECHNICIAN GRADE II - (1 POST) Reports to : Technical Manager 3.1 Duties and Responsibilities (i) Maintains water sources (bore holes, springs and catchments) and water tanks; (ii) Regularly determines resource requirements for proper production of adequate water and sewerage services. (iii) Establishes and maintains records of water production and treatment, sets minimum water levels in tanks. (iv) Ensures security of the water sources, reservoirs and pump houses by making sure that only authorized persons are accessible to these sensitive points. (v) Establishes and maintains water pumps operation schedules. (vi) Prepares reports on the performance trend of water sources, production and treatment targets. (vii) Provides management information and statistics of actual performance trend versus the approved plans/target showing the gaps in performance and suggesting corrective measures in consultation with immediate Supervisor. (viii) Assists in the preparation of daily, weekly, monthly, quarterly and annual reports on raw and clean water levels, electricity consumption rates, human resource, water pollution level trends, water colour and the possible solutions adopted or to be applied. (ix) Participates in Non-Revenue Water (NRW) reduction works. (x) Performs other related duties as may be assigned by the immediate Supervisor. 3.2 Qualifications and Working Experience (i) Holder of an Ordinary Diploma or Full Technician Certificate (FTC) in Civil, Water Supply, Environmental Sanitation, Chemical Processing, Electrical Engineering. (ii) He or she must be computer literate. (i) Effective verbal and written communication skills in both English and Kiswahili. 3.3 Age Limit Age should be between 20 and 45 years. 3.4 Remuneration According to IRUWASA Salary Scale : IWAS 4 = (500,000.00). 4.0 HUMAN RESOURCES OFFICER GRADE I - (1 POST) Reports to : Human Resources & Administration Manager 4.1 Duties and Responsibilities (i) Prepares IRUWASA HR budget on personal emoluments and other charges. (ii) Formulates and implements induction programme for new employees. (iii) Liaises with Trade Unions and Conciliation Boards on matters relating to Labour Relations. (iv) Participates in identification of training needs for IRUWASA staff. (v) Assists the IRUWASA management to interpret laws, rules, circulars, directives, administrative and personnel policies and regulations governing public service personnel management. (vi) Deals with personnel matters including recruitment, promotions, discipline, pension and other terminal benefits. (vii) Reviews and evaluates the IRUWASA Human Resources and Administrative policies. (viii) Determines compensation packages and periodic salary adjustments. (ix) Advises the management on the installation of Open Performance Appraisal. (x) Coordinates training programme and prepares budgets and facilitates for its implementation. (xi) Supervises the open registry filling systems and monitors file movement to ensure both efficiency and security. (xii) Collects, analyzes and keeps employment records. (xiii) Coordinate orientation and induction programs. (xiv) Assists in interpretation of the scheme of service, staff regulation and various Acts related to employees. (xv) Assists in conducting research, analyses and estimates the number of employees requiring training. (xvi) Handles staff welfare issues including grievances, leave, transfer and terminal benefits. (xvii) Administers workers salaries and benefits. (xviii) Performs other related duties assigned by the Senior Human Resources and Administration Officer. 4.2 Qualifications and Working Experience (i) Holder of Bachelor Degree or Advanced Diploma in Human Resources Management, Public Administration, Sociology, Man power Planning, Management, Law or any other relevant qualifications obtained from a recognized Institution. (ii) The candidate must have passed Human Resources Proficiency Exams conducted by Tanzania Public Service Collage and should have computer knowledge. (iii) He or she should have 3 years of working experience in a relevant field. (iv) Effective verbal and written communication skills in both English and Kiswahili. 4.3 Age Limit Age should be between 25 and 45 years. 4.4 Remuneration According to IRUWASA Salary Scale : IWAS 6 = (870,000.00). 5.0 OFFICE MANAGEMENT SECRETARY - (1 POST) Reports to : Human Resources & Administration Manager 5.1 Duties and Responsibilities (ii) Responsible for performing all secretarial duties including word processing, taking notes and minutes, keeping of diary and appointments, advising and reminding the appropriate officers about the appointments. (iii) Ensures proper office keeping. (iv) Handles sensitive and confidential matters in the Authority. (v) Discharges routine duties like, replying correspondences as directed by the appropriate officers. (vi) Receives and answers telephone calls, intercoms, and emails by giving information to callers and circulating information to appropriate officers. (vii) Relays verbal, memos messages, and instructions from the appropriate officers to his/her subordinates. (viii) Provides and coordinates office requirements for Managing Director; handles incoming and outgoing mail; and files and distributes mails. (ix) Receives and guides visitors designated for the appropriate officers. (x) Attends meetings when required and produces records of proceedings. (xiii)Guides and trains subordinates on their work. (ix)Provides necessary facts to his/her assigned officer(s) to enable him/her handle issues referred to the office. (x)Carries out office management duties e.g. arranging for appointments, guiding visitors, ensuring that equipment and machines in his/her custody are well maintained. (xi)Takes records and gives advice on matters related to secretarial duties. (xii)Performs other related duties as may be assigned by the supervisor. 5.2 Qualifications and Working Experience (i) Holder of Ordinary Diploma in Office Management or Computer studies or Secretarial Duties with a pass of 120 wpm short hand Kiswahili and English from an Institution recognized by NACTE. (ii) Working experience of at least 9 years in a relevant field. (iii) Effective verbal and written communication skills in both English and Kiswahili. 5.3 Age Limit Age should be between 35 and 45 years. 5.3 Remuneration According to IRUWASA Salary Scale : IWAS 5 = (660,000.00). 6.0 DRIVER GRADE II - (1 POST) Reports to Human Resources & Administration Manager 6.1 Duties and Responsibilities (i) Checks the functioning of the vehicle engine and other accessories before driving off. (ii) Drives properly any type of vehicle being assigned. (iii) Ensures that the vehicle assigned to him/her is always clean, in good running condition and is parked at a safe authorised place with all the tools entrusted to him/her. (iv) Undertakes vehicle services as scheduled. (v) Reports without delay any detected fault or defect on the motor vehicle. (vi) Certifies that repairs and maintenance carried out on the vehicle are of adequate standards. (vii) Uses the vehicle only on assigned duties and keeps log book and time when he/she is on duty. (viii) Ensures that the vehicle is always having necessary items as required by Law, including valid Insurance Cover, fire guard/extinguisher, road license etc. (ix) Maintains disciplined behaviour and proper conduct in rendering services to his/her officers and employees in general. 6.2 Qualifications and Experience (i) Holder of Form IV/VI Certificate with a pass in English and Swahili with a valid class “C” driving license. (ii) Possession of Trade Test Grade II in Motor Mechanics from the Vocational Education Training Authority (VETA) or CHUO CHA UJENZI as a necessary requirement. (iii) The person must have driving training certificate from National Institute of Transport (NIT) is an added advantage. 6.3 Age Limit Age should be between 35 and 45 years. 6.4 Remuneration According to IRUWASA Salary Scale : IWAS 1 = (273,000.00).
