I appreciate hearing from you on this important issue. As you may know, the Yulin summer solstice festival is held in the Guangxi Zhuang region of China. I understand your concerns about the tradition of killing and eating dogs during this summer festival. During my time in the Senate, I have been an advocate for protecting dogs from inhumane treatment. The U.S. Congress expanded the Animal Welfare Act when it passed the Animal Fighting Prohibition Enforcement Act of 2007. This legislation, which I wrote and introduced in the Senate, strengthened the federal animal fighting law by establishing animal fighting as a federal felony. It imposes a penalty of up to three years imprisonment for the transport of animals for fighting purposes, and also prohibits the interstate sale and transport of knives designed for use in cockfights. I have worked hard to ensure that our laws protect domesticated and wild animals. In fact, the Humane Society of the United States has identified me as a legislative leader in animal rights advocacy in recognition of my work in the 113th Congress.
