Roads are distributed anyhow. Access importance. Some roads being done are actually not important to the growth hence negate the roads that transport masses. 3. The roads idea is prudent but political the CEC in this ministry being a lawyer, what law says that the MCA should implement the roads work in our county, that is why we find roads being done yet the treasury is closed, meaning some MCAs had kept the money. Where it was, leaves us with a lot of questions. 4. No supervision of the road work by the CEC and the C.O. reasons: bribes, fear of MCAs hence you can’t answer issues on roads conclusively. Legal Affairs Natural death. No bill generated to take to the assembly and so much “illegality” in the county. Transport Bus Park in our towns is a total mess generating minimal revenue. When will this be addressed? They spoil the look of our towns. THE IDEA of buying Ford vehicles was misguided FOR REMOTE AREAS LIKE THARAKA. Housing The cover page of the county magazine shows an impressive design of our county headquarters but when will it ever start. What will happen if we just continue business as usual? BELOW IS THE COB REPORT 2013-- 2014 3.5 Roads, Transport, Public Works and Legal Affairs This is a key department for communication and development in the county and aims at making movement, transport and communication convenient. 3.5.1 Department’s Allocation and Budgetary Performance This department is allocated Kshs. 585,336,875 in FY 2013/2014 county budget estimates for recurrent and development. This department has received a total of Kshs. 82,049,780 for its recurrent expenditure which is 16.3 per cent of funds released to the county. The department has spent Kshs. 33,105,428 and has absorption of funds of 40.3 per cent during the period. This expenditure accounted for 8.6 per cent of the total county expenditure for the period. However no funds were requested for the development expenditure spent on by the department but requests were made for other development items for the department and none was utilized for those specific items.
