THE GOOD NEWS: They can’t take more than £3.60 per week! If you are on benefit and the Council takes you to court for non-payment of council tax, and the court grants a liability order, then money can be deducted from your benefit to pay off your council tax arrears. However, the Department for Work and Pensions cannot deduct more than £3.60 per week from your benefit – which is less than Harlow Council is demanding that most jobless people pay in council tax. At least 1,700 of the Harlow householders affected by the council tax benefit changes failed to pay their council tax bill for April. We have no reason to think that this figure decreased in May and June. Harlow Council will find it expensive indeed to take all these people to court. JUSTICE DENIED Harlow Council takes the poor to CHELMSFORD Magistrates Court Supporters of Harlow Council Tax Benefit Rebels have begun receiving summonses from Harlow Council for non-payment of council tax. Email us immediately on [email protected] if you receive a summons. Include a telephone number so that we can get back to you as quickly as possible. Some are being summonsed to appear at Chelmsford Magistrates Court, rather than Harlow. The cost of morning peak hours public transport fares to Chelmsford is prohibitive for people on benefit, and those who are sick or have a disability face additional difficulties. Defendants are in effect being denied the opportunity to explain their circumstances to the court. We suspect that Harlow Council wishes to have the hearings held in another town to in order to minimise the possibility of adverse publicity. If you receive a summons to appear in Chelmsford, ‘phone the court administration office on 01245 313300 and ask for the case to be transferred to Harlow. Explain that you are on benefit, do not have your own transport, and the cost of public transport to Chelmsford is more than you can afford. Let us know how you get on. Harlow’s Labour-ruled Council could have been one of the 28% of local authorities that have continued to charge poor householders zero. It is a disgrace that councillors representing a party that was created to guard the interests of ordinary people chose instead to criminalize the poor. We know that the Labour councillors are split on this issue. Councillor Mike Danvers has RESIGNED as Portfolio Holder for Resources because he was unhappy about imposing council tax on the poorest householders in the town. Our campaign contributed to that unhappiness. The Leader of Harlow Council, MARK WILKINSON, is ultimately responsible for this mess. WE BROUGHT DOWN DANVERS; LET’S BRING DOWN WILKINSON! Contact Councillor WILKINSON and tell him that you simply cannot afford to pay 24% council tax. Ask him if he agrees that it is right that the unemployed, the disabled, the sick, and the terminally ill are being taken to court for non-payment. Ask him why cases are being held in Chelmsford, when people on benefit cannot get there to put their case.
