This alone makes him illegitimate to lead, and its the hottest patch causing the country to sink, yet many s.sudanese do not get it. The best IGAD should have done was to extend solution channels: 1st. Kiir should step down since he failed the country and allow the government to replace him. This would involve civil society however. The new leader would participate in transitional government with the opposition, other arrangements remain unchanged; OR 2nd. The two leaders (Kiir and Riek) should step aside in transitional government and a new interim leader be appointed till elections, other arrangements remain unshaken; OR 3rd. The nation in comma approach, in which a new political system, federalism in this case, be sharply negotiated (externally and internally) with the aid of mediators and other foreign bodies presence, then, transfer the solutions home for nations opinion and consent.
