THE POLITICAL PLATFORM OF HON. WILLIAM KOHN GLAY, SR. 2014 SENATORIAL ELECTION; GRAND GEDEH COUNTY, LIBERIA. Jobs and the Local Economy Jobs availability in Grand Gedeh County on the large-scale is based upon the central government’s commitment to providing that opportunities for all our citizens. We also depend upon the few companies in the private sector to provide employment opportunities for those who meet the qualifications for employment. As Senator, I will advocate for our countys unemployed. I will work to encourage businesses and other investors from around the world to come and invest in the private sector of Grand Gedeh. I will prioritize dialogs with government agencies and private companies to encourage hiring within the county; the effort to alleviate unemployment in Grand Gedeh will be strongly supported and prioritized. Large-scale capital investment in Grand Gedeh is one area in which the local economy can be helped, and small businesses can get the needed assistance to start and grow. Banks and other financial institutions, as well as large businesses and investors, have the funds available to provide this assistance, and as Senator, I will work with these institutions to encourage the investment of this capital into Grand Gedeh, helping the economy to grow and providing jobs for our unemployed. I will act to negotiate and intervene with these sources of capital to bring these funds into the county to help alleviate unemployment. Upon my election to the Senate, I will provide an immediate source of jobs through office staffing for the three offices that I will maintain in Grand Gedeh, one in each district of our county. As your representative, I will need to be in contact with the people of our county, and will maintain liaison and other staff in these offices so that I can quickly be informed of what is going on in Grand Gedeh, and can relay information from Monrovia back to the county. Hiring will begin immediately after my election. Health Care Our county currently suffers from a lack of sufficient medical facilities to keep our people healthy. As Senator, I will work to bring about the construction, expansion, and modernization of medical clinics in Konobo and Gbarzon districts. These facilities will enable Grand Gedeans to have quicker and more comprehensive access to modern medical care, which will in turn improve the quality of life of people in our county. However, simply building and expanding facilities is not enough. We also must have trained medical personnels to staff these facilities, people who will have the knowledge and experience to provide high-quality medical care to all residents of Grand Gedeh. When elected, I will also work to see that funding is provided for the education and training of medical doctors, nurses, and physician assistants to staff our expanded medical clinics. Knowing that our elderly population is at the most risk from diseases and other medical problems, and knowing that they are least able to afford the expense of receiving medical treatment because they cannot work anymore; as a Senator, I will work to provide our elderly with free health care so that they are properly honored and respected within our county. Education and Human Development Education is an investment in the future of the citizens. Without it, no people can ever escape the bonds of poverty and lack of opportunities; as Senator, I will work to assist promising young students in Grand Gedeh with being able to obtain the educations they need so as to help our county. Students cannot get a quality education if their teachers do not have the necessary knowledge and skills to pass on to them. Therefore, I will work to see that we obtain and keep a well-educated teaching workforce in Grand Gedeh County. We will provide monetary and other support for teachers at the elementary and junior high levels to receive their A and B certificates, teachers at the high school level to get their bachelor’s degrees, and master’s degrees for prospective teachers at Grand Gedeh County Community College. However, we also have to support the students who are unable to afford a quality education. As a result, I pledge to work to continuously provide scholarships for students; I pledge to provide more for students desiring to study in scientific disciplines, especially in Medicine, Nursing, Midwifery, Geology, Engineering and Agriculture. These students, with their knowledge, will be able to help the development of our county, including its production of food and other crops. We understand that not every student will be a scientist, so I will also work to see that scholarships are provided for students in other, selected disciplines. Agriculture and Food Security One of the stables of our local economy is agriculture. As such, we must seek to expand and improve our agricultural sector as much as possible. One way that I propose to do this is to provide garden nurseries in Tchien, Gbarzon and Konobo districts. These will provide the means for expanding vegetable farming in these districts, increasing the county’s food supply and helping those who are involved in this type of farming. Our farmers often suffer from a lack of necessary tools to be as effective and productive as they could otherwise be. Because of this, as Senator, I will propose that these tools will be made available. By providing trucks and power equipment to farmers in all three districts, we can help them to become even more productive, which will increase the food supply and provide our county with “food security” against hunger and starvation. Rice and Cassava comprise some of the major staple food crops in Grand Gedeh County and in Liberia as a whole. It is definitely in the interests of our county to increase the production of these important crops. As your Senator, I will seek to provide assistance in the form of money, rice seedlings and cassava sticks to farmer in all three districts, allowing them to cultivate these crops and bring them to market. Additionally, we will purchase cassava machines and provide them to cultivators so that they can transform cassava chips into other necessary products for the market. Land Conflicts Land conflicts, both tribal and concessional, constitute a serious source of strife within our county. As your Senator, I pledge to work to resolve these conflicts in a fair and equitable manner. Using town hall meetings in which all of the stakeholders are involved, we will work to verify claims and counterclaims that are being made. The results of these meetings will be forwarded on to the central government and to other stakeholders so that the claims can be resolved fairly. Infrastructure Grand Gedeh County needs greater infrastructure development. Infrastructure will provide needed services to the people of our county, and the construction of these works also provides jobs in the places where they are being built. As Senator, I will work to see that the funding is provided to bring in needed infrastructure projects into our county. We will provide playground materials for Tchien district, and will construct playgrounds for children in the two other districts as well. To house the medical personnel who will be staffing the clinics provided for above (in the Health Care section), we will construct housing quarters in each of the two districts where the clinics are being built. In all three districts, we will build district headquarters facilities to improve citizen access to their local government. Because education is important, yet relies heavily on infrastructural investment, we will work to build public libraries in Konobo and Gbarzon, as well as supplying these new facilities with books. Books will also be purchased and provided to the already-existing public library in Tchien district. This is my solum oath, so help me God. NOTE: All copyrights reserved for the sole use of Hon.
