THIS IS WHAT WILL HAPPEN IF AND WHEN WE REPEAL ARTICLE XII: 1. The land you own will continue to be yours. 2. You are free to decide what to do with your land. It is legally yours and no one can stop you from making your own decision because it is yours. 3. You can apply for a loan with any of the lending institutions and use your land as collateral. The money you borrow may be used to pay for a host of needed items and for the improvement of your family’s well being. 4. You can borrow money using your land as collateral and build yourself a nice home and repay the loan on a long term. 5. If you are in military service you can apply for a home loan and Veterans Administration will guarantee your loan on special arrangement. 6. Federal Housing Administration will I am sure, extend mortgage insurance facilities to the CNMI and will enable local businesses to be involved in housing development. The local lending institution will be able to sell the papers to the secondary market. 7. You can sell it if that is your choice or you are free to decide not to sell your land. Again the choice is yours. 8. You can use your land as leverage for investment and negotiate with interested prospective investor to accord certain percentage of ownership in the business. 9. There are a host of options available at your disposal if Article XII is repealed. 10. The CNMI will be well on its way to a healthy economy and some of our economic problems will begin to show positive signs. I recently looked up the definition of the word “CULTURE.” The Concise Oxford Dictionary defines CULTURE — the art and other manifestation of human intellectual achievement regarded collectively. There have been many discussions about the preservation of culture. I personally respect and endorse the preservation of culture whatever that may be. Culture is a phenomenon that is not tied to the land. It is within you. I see thousands of our people migrating to the United States from the CNMI and still practice their culture/custom.
