And why New Zealand, a close ally, suddenly banned U.S. Navy ships from its ports. After years of research, and access to once secret Soviet documents, Loudon found that officials in the old Soviet Union cooked up the whole plan. They trained and paid phony leaders to set up dummy organizations to that influenced gullible leaders of established groups in New Zealand. Their goal was to embarrass and weaken the United States—the only nation in the world that stood up to the old Soviet Union.
