THAT APPROPRIATE POLICY AND STRUCTURAL CHANGES COULD AVOID COLLAPSE Collapse can be avoided and population can reach equilibrium if the per capita rate of depletion of nature is reduced to a sustainable level, and if resources are distributed in a reasonably equitable fashion.
