THOUGHT BALLOON: the issue of errant front liners in tourism, i.e. tricycle drivers, service crews, vendors, etc, can be attributed to the lack of participative programs that they can be part of. It is not enough to come up with an ordinance to do this or that, nor to claim lack of enforcement of such ordinances. What is needed is for them to be stakeholders in the toursim program. But this should be done through a multi-program approach because we have to remember, these individuals rely on their daily income to eke out a living. If they dont work today, their families will have nothing to eat the next day. Ergo, forcing them to attend a day long seminar is already counter productive. What is needed therefore are programs that would offer motivation and incentives vis acquisition of learning and skills needed in the tourism industry......
