TO BARK OR NOT TO BARK By now you would have known of the copy of Ang Mo Kio Branch HDB Notice to Residents/Dog Owners dated 22nd August 2014. Point no 3 raised some hackles within the dog loving community. Barking is a dog’s means of communicating many feelings—fear, frustration, pain, boredom, threatened or even happiness. This cruel procedure of debarking strips dogs of their natural ability to vocalize and communicate. Depriving them of their primary means of expression is unjustifiably cruel. Moreover there is no gurantee that a one time vocal cordectomy will solve the pet’s issue permanently. Debarking silences the dog without addressing the environmental issues that are causing the stress and the barking. The owner then has less reason to be aware of the environmental stressors, and little or no motivation to reduce or correct them, thus leaving the dog still distressed, but silent. The humane treatment is to address the dogs needs, so that it no longer feels bored or lonely or anxious. HDB has evolve along the way in embracing the pet situation, and this has to be applauded especially with the welcome of our local mongrels into public housing albeit the standard requisite. Better to have dogs saved than culled. HDB would surely want less unhappy voices, lesser pets’ complaints and zero anonymous complainants.
