TRANSPORT SPECIALIST (LOGISTICS AND SUPPLY CHAIN MANAGEMENT) From the Daily News of 17th April The Dar es Salaam Corridor Committee (DCC) is a trade and transport facilitation agency established under the SADC Protocol on Transport, Communication and Meteorology, whose objective is to promote regional cooperation in the provision and regulation of transport and trade related services. The mandate of the DCC is to coordinate the provision of seamless and cost-effective transit between the Port of Dar es Salaam in Tanzania, and the regional markets and production hubs in Zambia, Malawi, and the Democratic Republic of Congo. The Secretariat of the DCC is based in Dar es Salaam, Tanzania. Pursuant to its objectives, the DCC has secured grant financing from the World Bank, to facilitate implementation of the Southern Africa Trade and Transport Facilitation Program. This grant is aimed at building capacity in the DCC to better fulfill its role of trade and transport facilitation, and better contribute to the regions trade performance. The DCC Secretariat is therefore seeking to engage the services of suitably qualified and highly motivated individuals, to fill the following positions tenable at the DCC Secretariat in Dar es Salaam, Tanzania: Transport Specialist (Logistics And Supply Chain Management) Position Objective: To coordinate and facilitate the adoption of international best practice in supply chain management to enhance efficiency of supply chains along the corridor. Key responsibilities: Assess fluidity of supply chains for commodities transiting the corridor and facilitate dialogue at various levels to continuously improve the performance of the supply chains, in collaboration with the Transport Working Group of the DCC; Assess the efficiency of corridor transport systems, with emphasis on multimodal transport, periodically assessing infrastructure conditions, institutional arrangements, procedures and practices, as well as the policy environment, to facilitate policy and other dialogue for their continuous improvement; Build up an inventory of procedures, document requirements and charges through the supply chain of key commodities transiting the corridor, and collaborate with respective agencies and the Transport Working Group for the simplification and harmonization of procedures, reduction of trade and transport related barriers, and adoption of international best practice in determining and implementing transit regimes; Collect and analyze data on corridor performance to identify and unpack choke-points, with special emphasis on the impact of non-tariff measures, and collaborate with respective agencies and the Transport Working Group to develop and implement effective remedies; Build functional relationships with regional bodies, international cooperating partners and relevant private sector associations to keep corridor stakeholders abreast with relevant developments on the international, regional and local scenes; Qualifications and experience Masters degree in Transport, Logistics, Supply Chain Management, Business Administration, or other relevant qualification; Knowledge of international transport/shipping and trade issues, including policy, legal, regulatory and institutional issues affecting the shipping industry (laws, rules, licensing procedures and the institutions enforcing them); Minimum 6 years managerial experience in a transport/logistics or trade environment; Knowledge/experience in regional integration and/or corridor organization and functions, with respect to trade facilitation theory and practice; Broad understanding of the transport industry in the region.
