TROOP F NEWS RELEASE March 7, 2014 Unrestrained Driver Killed in Franklin Parish On March 7, 2014, at 4:16 p.m., Troopers assigned to Louisiana State Police Troop F responded to a single vehicle fatal crash on Union Church Road west of Louisiana Highway 17. The preliminary investigation revealed that a 1993 GMC Yukon, driven by 64-year-old Emmitt Davis of Rayville, was traveling west on Union Church Road when it traveled off the right side of the road then back onto the road and across both lanes of travel. The GMC then traveled off the left side of the road, struck a culvert and rolled over. Davis was not wearing his seat belt. Davis suffered fatal injuries as a result of the crash and was pronounced dead on the scene by the Franklin Parish Coroner’s Office. Impairment on the part of Davis is unknown. A toxicology sample was taken and submitted for analysis. The crash remains under investigation. Troopers wish to remind motorists of the importance of seatbelt use. Louisiana law requires that every person in a motor vehicle, regardless of seating position, always remain buckled up. Statistics show that the chances of surviving a violent crash rise significantly when properly restrained. Taking the time to buckle up before every trip is the single most effective thing you can do to protect yourself in a crash. Troop F has investigated 5 fatal crashes which have resulted in 5 deaths so far this year.
