TWO-DAY WORKSHOP ON THE USE OF OPEN EDUCATIONAL RESOURCES OPENS A two-day workshop on developing in-country policy positions on the use of open educational resources (OER) in St. Vincent and the Grenadines opened at the Grenadine House this morning. The Ministry of Education is facilitating the workshop, which has been sponsored by the Commonwealth of Learning and the United Nations Educational, Scientific and Cultural Organistion (UNESCO). Of the numerous definitions that exist for open educational resources, the one most cited is William and Flora Hewlett Foundation, which defines OER as “teaching, learning and research resources that reside in the public domain or have been released under intellectual property license that permits their free use and re-purposing by others.” Open educational resources include full courses, course materials, modules, textbooks, software, and any other tool, materials or techniques used to support access to knowledge. At a brief opening ceremony this morning, Chief Education Officer Lou-anne Gilchrist welcomed the discussion to SVG as it relates to open educational resources. The CEO said that the Ministry of Education has as part of it’s mandate, developing education from the pre-school level to the post secondary and tertiary levels as the ministry feels that it is important to develop a set of resources which could be used by students at all levels to access information to improve their education. Gilchrist also pointed out that the Government of SVG attaches significant importance to the OER issue hence the reason that it has sought and subsequently obtained the help of UNESCO and the Commonwealth of Learning in developing an in-country policy position with regards to the use of open educational resources for students. With this policy position on the use of open educational resources, the Ministry of Education aims to come up with a framework to guide it on such resources. S. Daniel June 24th, 2013
