TYPHOON RUBY (Hagupit) continuously weakened to 195-230 kph as it makes LANDFALL near the towns of Oras and San Policarpio, Eastern Samar at past 8:00 PM tonight. Destructive winds are now ravaging Eastern and Northern Samar as RUBY moves West at 16 kph thru the thick mountains of Samar. PSWS#3 (100-185 kph winds in the next 18 hrs) Catanduanes, Albay , Burias Island , Sorsogon, Masbate , Ticao Island, Northern Samar, Eastern Samar, Samar, Biliran - these areas will be lambasted by destructive winds, heavy rain and rough sea surges PSWS#2 (61-100 kph winds in the next 24 hrs) Camarines Sur , Romblon Aklan, Capiz, Northern , Cebu including Cebu City, Bantayan Island, Leyte, Southern Leyte - will have intermmitent heavy to intense rains and strong winds PSWS#1 (30-60 kph winds in the next 36 hrs) Southern Quezon, Camarines Norte, Batangas, Marinduque, Oriental Mindoro , Occidental Mindoro, Antique, Iloilo, Guimaras, Northern Negros, Rest of Cebu , Bohol, Surigao del Norte including Siargao Island , Dinagat Province. LANDFALL AREA OVER ORAS AND SAN POLICARPIO, EASTERN SAMAR. Expect the wind field shrink as the typhoon moves over the expanse of Samar tonight. So gusty winds will not be expected to be extensive. RUBY is expected to exit at Samar Sea and San Bernasrdino Strait betwen Northern Samar, Sorsogon and Ticao Island.
