Tap water already contains a PPM reading of between 200 and 700 for most areas, some even higher! This is bad because you are adding unknown dissolved solids to your nutrient mix! This could be anything from nitrates to pharmaceuticals, which could potentially be toxic for you and your plant! Using a reverse osmosis system will take all of the unknown, possibly harmful contaminants out of the water, giving you total control over your nutrient content! A PPM meter will tell you the parts per million of dissolved solids, so that you can tailor your nutrients, and feed the plants according to their needs!
