Team Lead, Regulatory Analyst: Details: Organizational Statement Enbridge Energy Company, Inc, a leader in crude and natural gas transportation, gathering, and processing is seeking a Team Lead, Regulatory Affairs for our Houston, TX office. Job activities and responsibilities include analyzing FERC and state initiatives to determine their impact on the company. The position prepares rate and/or certificate applications for filing with FERC or state regulatory agencies, including preparation and presentation of testimony to support the application. This position develops the rates (or tolls) charged for service and proposed filings to comply with the regulatory requirements of the Federal Energy Regulatory Commission (FERC) or those of the applicable state regulatory agencies having jurisdiction. Also, analyzes the potential effect of proposed regulatory changes. Responsibilities Works with various departments, including accounting, finance, asset management and operations to develop the cost of service and resulting rates, including testimony as an expert witness in rate and/or certificate proceedings before FERC or the various state regulatory agencies. Prepares or supervises FERC/ State certificate applications for potential projects, which includes but is not limited to new construction/abandonment of facilities and/ or services as proposed by management, operations and/or business development. Prepares or supervises proposed changes to the companys State gas tariffs and the Statement of Operating Conditions before the FERC. Prepares or supervises compliance reports filed periodically with the applicable state agencies, the FERC, the Department of Energy, or other regulatory agencies as required. Prepares economic analyses related to potential acquisitions and/or new construction projects. Supervises Administrative Assistant; establishes a hard copy and electronic file system; maintains filing; updates archive, destruction or offsite long term storage. Analyzes regulatory issues or tariff provisions of other pipeline companies that either compete with the company or supply upstream transportation services to the companys customers. Develops work plans and schedules to meet various project objectives and implements those plans. Assists departmental team members and internal customers with special projects as requested. Participates in various agency initiatives and/or industry seminars to keep abreast of the regulations, policies or procedures of the regulatory agencies. Leads task teams and due diligence teams for the department. Independently represents the company before state agencies. Analyzes the potential effect of proposed regulatory changes. Independently represents the company before state agencies such the Railroad Commission, the Oklahoma Conservation Commission, and the Louisiana Office of Conservation. Supervises the departments compliance program Works with outside legal and other professional consultants with a goal of meeting Enbridges objectives related to operations, environmental, performance and profitability. dlvr.it/7DBtVt
