Terms of Reference: Facilitator for Workshop on Monitoring & Evaluation (M&E) in UN Women Joint Programmes Background and purpose Against the background of the UN reform agenda to create a more effective and efficient UN, the number of Joint Programmes (JPs), including those with specific objectives on gender equality and women’s empowerment has increased over the years. However, to date there has been limited analysis of JPs in general and on Monitoring & Evaluation (M&E) in a JP context specifically. While M&E is expected to support (a) learning about what works, what doesn’t and why and (b) accountability for a programme amongst partners, in practice M&E is often a weak area and its potential not used to full extent. There is a need to better understand the specific challenges related to M&E in a JP context and to substantially improve M&E processes in order to improve the overall performance of JPs, in particular with respect to achieving results on gender equality and women’s empowerment. Against this background the UN Women Eastern and Southern Africa Regional Office is organizing a 3-day learning workshop on M&E in a Joint Programme context. The workshop will be held in Nairobi, Kenya during the week of 23-27 Sep 2013. UN Women is seeking the services of a consultant who will be responsible for substantive workshop preparation, workshop facilitation and workshop reporting as per the deliverables outlined below. Objectives and methodology of the workshop The objectives of the workshop are to: Exchange experiences on how to plan and implement M&E activities in a Joint Programme context from a Gender Equality / Human rights perspective Identify lessons on key factors for making M&E more effective in a Joint Programme context Prepare the basis for a publication on good practices for M&E in Joint Programmes The workshop will follow a participatory approach including plenary discussions and detailed group work. Discussions will inter alia be based on case studies i.e. completed evaluations from the following countries: CountryEvaluation Title KenyaMidterm evaluation of Kenya Joint Programme on Gender Equality and Women’s EmpowermentUgandaMidterm evaluation of Uganda Joint Programme on Gender Equality EthiopiaFinal Evaluation of Ethiopia Joint Programme on Gender Equality and Women’s EmpowermentLiberiaLiberia Joint Programme on Gender Equality and Women’s Economic EmpowermentGlobalJoint Evaluation of Joint Gender Programmes in the UN System. Includes in-depth case studies for Albania, Liberia, Kenya, NicaraguaotherTbd.During the workshop UN Women staff from respective countries will participate as resource persons and present their experiences using a standard format to allow for comparison across countries. Existing UN Guidelines on M&E for Joint Programming will provide the starting point for structured discussions and identification of success factors, bottlenecks, good practices etc. for effective M&E in a Joint Programme / DaO context. The final selection of case studies as well as the development of the workshop agenda will be done in the forthcoming weeks. M&E staff from other UN agencies as well as Kenya Government representatives based in Nairobi will be invited to the workshop as relevant to enrich the discussions and provide their perspective on the topic. The deliberations from the workshop will provide the basis for a paper/ publication on M&E in a Joint Programme context which will be widely disseminated across UN Women and other UN agencies. Activities and deliverables for the workshop facilitator The workshop facilitator will be responsible for preparing the workshop methodology, facilitating the discussions during the workshop and preparing a workshop report that provides the substantial basis for a paper / publication on M&E in a Joint Programme context. The facilitator will work in close coordination with the UN Women Regional Evaluation Specialist and the Regional M&E Officer based in Nairobi, Kenya. The specific tasks and deliverables will include: Workshop preparation Compile relevant background / reference material to be shared with workshop participants. This includes providing guidelines and templates for documenting case studies, lessons learnt and good practices from Country Offices and working closely with Country Offices to ensure their readiness to meaningfully contribute to the workshop Substantive review of content produced by Country Offices in advance of the workshop Develop the workshop methodology including detailed instructions for group work etc. Deliverables: Background / reference material including the case studies, lessons learnt and good practices from Country Offices compiled Detailed workshop methodology developed Workshop facilitation Facilitate the workshop including plenary and group discussions Make sure that discussions are captured and recorded in detail Deliverables: Effective facilitation of the workshop Effective note-taking of discussions, documentation of the workshop process and capturing key outcomes of the workshop Workshop evaluation Workshop reporting Prepare a workshop report that adequately captures plenary as well as group discussions. The report should also include the case studies , experiences and lessons learnt from the Country Offices Make sure that discussions are captured and recorded in detail Deliverables: Detailed, high quality analytical workshop report provides the substantial basis for a paper / publication on M&E in a Joint Programme context. The report will follow the below tentative outline: Executive summary Conceptual background on M&E in UN Joint Programmes / DaO Workshop methodology and process Summaries from country case studies Analysis of emerging issues Lessons learnt and potential good practices Conclusions and recommendations The consultant will work a total number of 14 working days as follows: Workshop preparation: 6 days Workshop facilitation: 3 days Workshop reporting: 5 days Required competencies and skills for the facilitator Master’s degree related to a social science, preferably including gender studies, evaluation or social research; At least 5 years of working experience in monitoring and evaluation Proven experience as workshop and team work facilitator Experience on gender equality and women’s empowerment Experience working with the UN Familiarity with UN Joint Programmes and / or Delivering as One Excellent analytical, communication and writing skills including proven experience in substantive and analytical presentation of country case studies For reasons of geographical proximity the consultant should be based in Nairobi, Kenya.
