PRIME MINISTER SKERRIT’S GOVERNMENT OF DOMINICA MAKES THE CARIBBEAN PROUD BY MOVING TO THE CARIBBEAN COURT OF JUSTICE Public Statement by Dr Francis Alexis QC The Government of Prime Minister Roosevelt Skerrit of Dominica has made the Caribbean very proud by taking to Parliament the constitutional measure passed by the House of Assembly of Dominica yesterday Tuesday 1st July; for Dominica to delink from the Privy Council in London and accede to the Appellate Jurisdiction of the Caribbean Court of Justice (‘CCJ’). So says Dr Francis Alexis QC, referring to the Bill for the Constitution of Dominica(Amendment) Act 2014, to institute the Appellate Jurisdiction of the Caribbean Court of Justice as the final Court of Dominica. In passing the measure, the House of Assembly of Dominica earned itself highest praise, not only for Dominica, but for the entire Caribbean. Dominica must be very strongly congratulated for following Barbados, Belize and Guyana in deciding to make CCJ its final appellate court. Moving out of the Privy Council and into the CCJ is of the greatest significance constitutionally, sociologically and developmentally. For this completes independence; strengthens dignity; and nurtures self-confidence, self-pride and self-assurance; says Alexis who has since 1975 been calling upon Caribbean countries to abolish appeals to the Privy Council. This is consistent with the way in which Dominica stepped into independence in 1978. It was with this same kind of self-confidence that Dominica went straight from colonialism to Republicanism, the only Caribbean country ever to do so. In taking this latest step to move out of the Privy Council and into the CCJ, the Government and House of Assembly of Dominica show the world that they have confidence in themselves and in the rest of the Caribbean going forward into the future .
