Thanks to David Wilson for this. Companies will put the effort into recruiting even sub-par employees but forego retention. This isnt a supply and demand issue. This is just a fiscal decision. But while you think you are saving in the long run (because the assumption is turn-over rate to recruitment) you generally lose out on the human capital front. You lose functional knowledge gained through experience. Sometimes its a trade off, but more often than not with companies dealing in intel/ops its a lose-lose-lose. Meaning a loss if you hire the sub-par employee, loss of a experienced lower paid employee (who leaves due to this), and a loss for the client.
