The 43% of National Budget allocation to Counties as claimed by Jubilee is one of the many cheap lies being spread by Uhuruto to cheat Kenyans that Jubilee government is pro-devolution. On the contrary, Jubilee government has denied Counties the required funds to develop. The fact is that the percentage allocated to Counties (226 Billions) is 43% of National Revenues collected in 2009/2010 (approx. 525 Billions) and NOT 2013/2014 (approx. 926 Billions). As at the end of 20123/2014 financial year, this allocation is just 24% of revenue collected. Thus, Jubilee has only allocated 24% of National Revenues to Counties and not 43% as it cheats us. In as far as what Jubilee government has allocated to Counties is within its Constitutional mandate, it has exploited Constitutional technicality to evade EQUITABLE DISTRIBUTION OF NATIONAL REVENUE between the National Government and the County governments (and which is against the spirit of the Constitution). Thus, while the National government allocates itself Revenues based on the current year figures, it allocates to County governments revenues based on 2009 figures! Let Jubilee not cheat Kenyans of its blatant mischief! We must remain vigilant if we want to remain at par with the requirements of accountability expected of us as citizens to avoid ourselves being duped by Jubilees propaganda. To ensure that County governments get what they EQUITABLY deserve, a Constitutional Amendment is necessary to; (1) Raise the allocation to County governments up to 50% (2) To base this allocation on revenues collected in the preceding year (and NOT last audited accounts as approved by Parliament!) (3) To allow the Senate to approve National Budget (since the National Government can use the pretext of loans to unjustly grant itself more revenue than its equitable share (well, it has already done this!)) Jubilee government has been using its tyranny of numbers in Parliament to delay approval of audited accounts so as to deny Counties their deserved revenues. Unfortunately, CONSTITUTIONAL AMENDMENT required to remedy Jubilees mischief can only be carried out through a REFERENDUM, and which must be carried out to correct this blatant mischief! Yes, JUBILEE GOVERNMENT HAS ONLY ALLOCATED 24% TO COUNTIES and not 43% as they are currently cheating you!
