The Anything Goes Tier. A tier where... anything goes. Evasion is finally allowed. Every Pokemon is usable. Moody Pokemon are allowed. OHKO moves can be let loose. Multiple Pokemon can be put to sleep. All because one Pokemon was so powerful, it had to be banned from Ubers. Rayquaza. One of the more balanced Ubers. Tasked with keeping Groudon and Kyogre in check, its Ability and Typing do this job perfectly. Dragon Type resists Kyogres Water attacks and Flying Type completely ignores Groudons Ground attacks. Air Lock also turns their and anyone elses weather based powers into mere cosmetic effects. Nobody wouldve ever imagined it would soon become the absolute most Game breaking creature known to mankind. Who would? Its speed stops at Base 95 and its defenses are only at base 90 each. While certainly not bad, theyre not exactly that good either. 105 Base HP is fair, but doesnt get that far with those defenses. However, Rayquazas Attack stats both are 150 base, meaning he will hit hard. The high offensive power on an otherwise slightly low dragon combined with the power to completely stop weather kept Rayquaza amongst his fellows in the Ubers tier. Generation 6 is what changed everything. At first, things didnt seem so good. Ability-based weather now only lasted 5 turns, which slightly diminished Rayquazas usefulness. However, the release of Omega Ruby and Alpha Sapphire allowed it the power to surpass even Arceus and the Mega Mewtwos. Rayquaza received a Mega Evolution, boosting its Speed to a much faster 115 base, its defenses to a respectable 100 base each, and its offenses to a horrifying 180 base each. The truly horrifying thing was that Rayquaza did not require a Mega Stone to Mega Evolve, unlike every other Mega Pokemon. Its Mega Evolution Requirement was knowing the Move Dragon Ascent. A new move for Rayquaza to call its own, Dragon Ascent boasted the same power and drawbacks as the common Fighting Move Close Combat, but was Flying-Type, allowing Rayquaza to take full advantage of it. The move was incredible, so nobody would have a problem letting Rayquaza keep it. And with this move being the key to its Mega Evolution, Rayquaza was free to use any item it so desired. Life Orbs, Leftovers, Lum Berries, anything at all. To top it all off, Rayquaza also received the ability Delta Stream. Delta Stream created the Strong Winds Weather, which could only be negated by the Primals Desolate Land and Primordial Sea, but could also negate them as well. Strong Winds reduced the power of Electric, Ice, and Rock type moves, which essentially reduced Rayquaza to having 3 normal weaknesses as opposed to 3 normals and a double, which combined with his improved defenses and ability to use items to increasing his longevity. And lets not forget his moveset. Dragon Ascent is a staple Rayquaza move, boasting incredible power(120 BP), STAB, and being the Mega Evolution Requirement. Rayquazas other main attacking moves are Earthquake, Dragon Claw, Draco Meteor, Outrage, V-Create, and Extreme Speed. V-Create has the same power as a STAB Dragon Ascent (180 BP), but different coverage due to being Fire-Type. It also has a worse drawback, lowering Rayquazas speed in addition to defenses. Extreme Speed is the strongest Priority move, having 80 BP, +2 Priority(the highest an attack can have without any specific conditions), and no drawbacks other than being a Normal Type Move. Earthquake is a generally strong move, useful for avoiding contact and destroying Steel Types who would have a chance to survive the potent STAB combination Rayquaza boasts. Draco Meteor, Dragon Claw and Outrage are all common Dragon-Type STABS with different effects. Dragon Claw has no drawbacks, but is the weakest of the 3. Outrage locks you into the move until it ends, leaving you confused. Draco Meteor uses your Special Attack as opposed to Physical, but has a heavy Special Attack drop each time its used, effectively making it weaker the more times its used. Remember that whether or not you Mega Evolve Rayquaza, his sets are effectively the same. The difference is Mega Rayquaza cannot be used in any tier lower than the Anything Goes tier, where it will have to face every other thing that was formerly disallowed due to being too gamebreaking.
