Because most these people arent law abiding citizens and are in and out of jail therefore they have no respect for the law because its the laws fault that they robbed someone, its the laws fault that they murdered someone, its the laws fault that they committed the crime they did. These low-lifes will never wake up to reality until they take responsibility, until they own their own actions, until they can be honest with themselves.
