The EITC has been expanded on four separate occasions. The “changes added several million more families and several billion more dollars to the program” (Howard, P.139). By adding these families and additional funds the EITC has managed to flourish. The 1993 “budget accord is expected to increase the programs cost by fifty percent over the next five years” (Howard, P.139). This was a great time for the government to make this increase to the tax credit. This may have been the event that allowed the tax credit its success. By 1998 “the EITC will provide approximately twenty billion dollars in income support” (Howard, P.139). This money and support is greatly needed for the future of the EITC. We will also examine the effects of the Basic income schemes and how they affect the social welfare system. Kevin
