The Five Freedoms are a list of elements deemed essential for welfare and address both the physical and mental states of the animal. The Five Freedoms are considered by the World Organization for Animal Health (previously known as the Office International des Epizooties or OIE) when developing international standards on animal welfare. The Five Freedoms form a framework for examining welfare in any system for any animal and describe the ideal to be sought rather than the establishment of standards for acceptable welfare. The goal of the Five Freedoms is to safeguard and improve animal welfare within a philosophical framework that assumes the use of animals for human purposes is acceptable. The Five Freedoms are: 1.Freedom from Hunger and Thirst 2.Freedom from Thermal and Physical Discomfort 3.Freedom from Pain, Injury, and Disease 4.Freedom to Express Normal Behavior 5.Freedom from Fear and Distress
