The Gary Police Department and the Abandoned House Strangler This horrific chain of events that continues to unfold before us--as grisly and disgusting as the details of it are--perfectly showcases the total inefficacy of the Gary Police Department to maintain law and order in the city. One of the killer’s quotes seems to indicate that he “messed up” when he committed one of his many heinous crimes in Hammond. This statement seems to imply that he must not have been used to police departments that actually aggressively investigate criminal activity. He seems to have been plying his murderous trade in Gary with relative impunity for years. How else could he have gotten away with this decades-long killing spree? Only a place nearly entirely devoid of any substantive level of law and order could provide the environment that would suit his needs. There is a good reason that preventing crime in the city is given such a low priority: because it is a low priority for this administration. Never has this administration demonstrated any genuine desire to clamp down on the rampant street crime that terrorizes this city on a daily basis—nor has the Clay administration before it. It actually is probably somewhat useful to them, as it provides the perfect cover for all of their white-collar shenanigans. The Gary Police Department has proven themselves over and over to be inert and impotent in having the slightest effect on reducing crime in the city. This is another wake up call for the city and its citizens. Will anyone heed the call this time? The Gary Police Department has plenty of good cops, but it also has plenty of bad ones, ones that don’t give a rat’s ass about doing their jobs properly. Morale is at an all-time low. And this administration refuses to provide the resources necessary for the department to do its job properly, some of which requires financial incentives. Instead, we see this same administration tripping all over themselves to slide juicy contracts to campaign contributors and cronies and relatives. They instead choose to give fat paychecks to incompetent fools who perform unnecessary made-up tasks. Under the current leadership of this city, it is doomed. Only by a total overhaul of the existing culture of corruption and an entire ground-up reshaping of the political structure of the city, does it have even a slight chance of survival.
