The Hamilton County Commissioners this morning approved the 2015 Comprehensive Plan for Hamilton County Emergency Management (HCEM). The 238-page plan, which took two years to complete, is the first major overhaul and rewrite since 2010 and since Tom Sivak has served as executive director of HCEM after his hiring in October 2012. The best part about the plan is that it was written from the local level up, Sivak said. So, the plan is that now the (cities and towns) in our jurisdiction throughout all of Hamilton County have the opportunity to adopt (it). Nobody knows whats needed more than the people who need it, and Sivak and his colleagues realized that upon undertaking of the massive rewrite. Its really big for us, and its probably one of the best plans weve ever seen because it was written by the people who are actually going to be using it, he said. Sivak said another major advantage to the new plan is that citizens now have the opportunity to understand more clearly what HCEM does in the first two hours, four hours, six hours, etcetera when responding to an emergency situation.
