The Head of the EU Delegation to Libya visited Tripoli on 23 and 24 October to meet with members of the House of Representatives and various political stakeholders. In Malta, while on route to Tripoli, Ambassador Nataliya Apostolova also met with representatives of the Libyan government. In Tripoli, together with the Italian Special Envoy for Libya, the Head of the EU Delegation recalled the Council Conclusions on Libya adopted by the EU Foreign Ministers in Luxembourg on 20 October, having stressed: - The EUs concern with the situation in Libya and its impact on the civilian population. - The EUs firm conviction that the only solution to the conflict is a political solution, not a military one. - The EUs continued support for Libya and its transition to a modern and democratic state based on the Rule of Law, Good Governance and the respect for human rights and fundamental freedoms. - The EUs full and unreserved support to SRSG Bernardino Leon, and his efforts to reach a political solution through dialogue. A solution that unifies the political institutions, both the Parliament and the Government, and that safeguards the national unity, territorial integrity, independence and sovereignty of Libya. - The EUs recognition of the legitimacy of the House of Representatives as the sole legislative authority in Libya and the EUs rejection of any parallel authority or entity outside of the the legal and democratic institutional framework. - The EUs appeal to the Libyan Government and the House of Representatives to reach out to all parties and to engage constructively in an inclusive political dialogue. Ambassador Apostolova reiterated the EUs calls for: - An immediate and unconditional cessation of hostilities. - A serious and constructive engagement in the political dialogue launched in Ghadames on 29 September, and active support by all parties and stakeholders for the implementation of the commitments made by both delegations at those talks. - All sides to refrain from actions and statements that escalate the situation, exacerbate divisions and undermine confidence in the political dialogue.
