The Kurdish leaders of Iraq have strove to acquire the United States support for their issue since 1960. after the diplomatic relations between Mullah Mustafa Barzani and Qassim deteriorated , he sent his representatives to the U.S embassies in Cairo, Lebanon, Jordan, Saudi Arabia and Iran. he further himself visited Israel met with Israel officials to communicated with the U.S governments to back up the Kurdish issue. conversely. the U.S considered the Kurdish issue was an internal issue of Iraq and she did not prefer to interference in Iraqi affairs, she wished both sides to solve their differences. the Kurdish attempted to figure out their issues with the Iraqi governments, but the central governments always marginalized the Kurdish role, therefore, they kept on seeking the U.S support. when the Baath regime signed a mutual friendship and cooperation agreement with Soviet Union in April 1972. the Shah of Iran attempted to get U.S support for the Kurdish issue likewise he wanted to use the Kurdish Card with the aim of stressing Iraqi to give the Shat-Al-Arab waterway authority to Iran.
