The Lutheran World Federation/DWS is an international humanitarian and development agency in South Sudan since 1998. Currently, LWF is operating in Jonglei and Upper Nile States. LWF South Sudan seeks to recruit suitable candidate for the following position. The selected candidate will be based in Panyagor (Jonglei State) Position: Malaria Project Officer Type of Contract: National Contract Starting date: As soon as possible Duration of Contract: June 2013 - Dec 2015 Location: Panyagor , South Sudan Date of issue: 24th June 2013 Closing Date: 8th July 2013, 5.00pm Duties and Responsibilities Job Purpose Under the guidance of the Development Manager, Malaria Project Officer will be responsible for overall implementation of the project in liaison with the county health department and ensuring as much as possible that the beneficiary communities are fully involved in the decision making processes of the Malaria activities in Twic |East and Duk Counties Duty station: Panyagor Jonglei State, South Sudan with travelling to other project sites when need arises. Duties and Responsibilities: As a resource Person for Malaria project the project Officer will: • Work with the Development Manager to develop a detailed implementation plan for malaria prevention and control activities in line with South Sudan National Malaria strategies. • Coordinate with the other sector of the programme to include malaria interventions and health education in existing church activities and structures. • Offer technical support and advice to County health department to design programme proposals and lobby for resources. • Supervise effective implementation of malaria control activities in the targeted areas. Programme Design & Management • Be responsible to Plan and conduct malaria Baseline Surveys • Work in collaboration with the County health department to identify community needs and effectively plan, implement, coordinate, monitor and evaluate and report on malaria activities. • Develop a data base and the tools required for effective management of project information including keeping track of project performance and supporting timely and quality reporting of the project activities and outcomes. • Assist the Development manager in local coordination, project implementation, monitoring and evaluation of malaria activities to ensure quality of results. • Handle and acquit material and financial resources allocated for the malaria project as directed by the line manager. • Write timely Monthly progress and quarterly reports of the malaria activities and submit to Programme Development Manager timely. Community Linkage & Poverty Reduction • Build capacities of community structures to ensure good mobilization of beneficiaries and community leaders to actively participate in malaria prevention and control • Ensure strong linkage of the malaria intervention with Livelihoods programmes ROI and SON that are addressing poverty reduction by sensitizing the communities to mobilise resources for malaria control and livelihood activities and ensure their sustainability. • Working closely with stakeholders and other partners to ensure that Malaria prevention and control activities are properly documented and shared with the relevant sector at County and state levels Representation with MoH / CHD and NGO Partners • Serve as liaison for LWF in Twic East and Duk counties with the County Health Department and other International NGOs and Local NGOS involved in malaria control activities. • Attend state and County coordination meetings and workshops related to malaria prevention and control activities in Jonglei State Minimum Qualifications and Personal Specification: • Bachelor degree / Diploma in public health or related qualification from a recognized institution / University • Must have a field experience in Public Health or Communicable Disease Control and familiarity with malaria policy at national and global levels. • Experience of managing capacity building and training programs at community level • A strong understanding of community-based malaria programming, community-based health care and community linkages with formal health systems. • Knowledgeable in project design, planning and report writing • Excellent communication skills of oral and written English. Arabic language is an added advantage • Good interpersonal and team building skills. • Good coordination skills, be able to network effectively with all stake-holders involved in malaria control activities. • Good computer skills and knowledge of Microsoft Office® software and internet and email programmes.
