The government designated areas subject to the expanded evacuation zone in light of the confirmed spread of radiation. Radiation spreads along with dust in the air. The level is at the low end of the range of 20 to 100 milisieverts set by the International Commission on Radiological Protection as the highest permissible residual dose over a year for the general public under emergency situations. The Nuclear Safety Commission recommended the evacuation order to the government based on international standards on April 10. Otsura Niwa, a professor emeritus of radiobiology at Kyoto University, said, “There will be almost no effects on health in the planned evacuation zones at the current level of dosage even if residents stayed there for another month. If residents plan to return to their houses, some districts will have to reduce radiation by removing surface soil.” end quote
