The National Youth Development Agency (NYDA) in partnership with the Education Training Development Practitioner Sector Education Training Authority (ETDP SETA) will be implementing the National Senior Certificate (NSC) 2ndChance 2014 Programme. The main objective of this programme to afford young people who have failed matric, a second chance to obtain their National Senior Certificate. The programme targets 4 500 young people in all the 9 provinces of South Africa. The NYDA will assist in registering the youth with the Department of Basic Education (DoBE) to sit and rewrite their Grade 12 examinations at the end of this academic year. APPLICATIONS Applications are now open and will close once the NYDA has reached the target number of 4 500 young people enrolled in the programme. Pule: 0761330778 Recruitment Date: 17th - 28 March 2014 Mon - Frid: 08h30 -16h00 Saturday: 08h00 - 12h00 In May 2013, the NYDA shifted the core business away from Enterprise Finance and Skills Development towards Education and Skills Development. The strategic change towards Education and Skills Development was informed by the numerous studies indicating that most young people in the country actually derive their income from salaries and remittances. Only 4.6% of young people between the ages of 15 - 24 derive their income from business-related activities. The studies further indicate that the level of education and the quality of that education is directly proportional to employability. Since the birth of democracy, several studies have shown that the educational attainment of South Africans has been steadily rising but the number of learners who fail Grade 12 remains high. In 2011 of the 496 090 learners that wrote matric, 147 973(29.8%) failed. In 2012, 623 897 learners wrote and 162 838 (26.1%) failed. The Minister of Basic Education pronounced that learners who fail Grade 12 and who want to repeat could apply to return to their school. The reality is that this increases pressure on class sizes, teacher performance and overall class success rates. According to the 2011 NSC Learner Diagnostic Report on Learner Performance, despite improvements observed there are still areas of concern that seem to contribute to the failure rate of learners. Below, are some of the reasons highlighted in the report: • Inadequate preparedness of candidates for the examination and especially learners’ inability to answer questions assessing higher order thinking skills such as problem-solving, critical thinking, analysis and evaluation; • Inadequacies relating to foundational competencies and basic concepts, which negatively impact on advanced learning and understanding; and • Inadequate literacy and numeracy skills required to write proper paragraphs and do simple calculations respectively, across all subjects. The NSC 2nd Chance Programme has been designed in a way that addresses these challenges thus enabling learners enrolled in the programme to be better prepared when sitting for their exams the second time around. OBJECTIVES OF THE NSC 2nd CHANCE 2014 PROGRAMME • Register 4 500 young people in 9 provinces for the NSC 2nd Chance 2014 Programme • Provide tuition to young people using traditional classroom methods which promotes learning • Provide career guidance and job preparedness training to young people that would lead them to participate in the labour market. NUMBER OF LEARNERS THAT WILL BE TARGETED IN THE FREE STATE IS: 291 SUBJECTS PROVIDED THROUGH THE NSC 2ND CHANCE PROGRAMME • Physical Science • Mathematics • Accounting • Life Sciences • English HOW Does THE NSC 2ND CHANCE PROGRAMME WORK? The NSC 2nd Chance Prgramme offers support to each learner by providing the following services and resources: • Tuition of 52 hours per subject • Study Guides • Career Guidance • Past Exam Papers • Academic Support • 3 assessments per subject • Registration with the Department of Basic Education (DBE) to re-write their Grade 12 examination ELIGIBILITY CRITERIA • Must have written Grade 12 examination between 2011 and 2013 • Have failed 4 subjects (Physical Science, Mathematics, Accounting, Life Science, English) • Scored above 25% in each subject • Learners are not allowed to change their Grade 12 subjects during the course of the programme • Portfolio work will not be done - Learners’ School Based Assessment (SBA) marks from school will be carried over. PLEASE NOTE THE FOLLOWING: 1. Learners must have completed Matric in 2011, 2012, 2013. 2. The SBA (School Based Assessment) marks must be still valid. 3. Subject offering : English (FAL), Mathematics, Physical Science, Accounting and Life Sciences. 4. Certified copy of identity document; previous statement of results and proof of exam regisration is required.
