The Preamble of the Kiowa Constitution. What is it and why is it in the constitution? A preamble is a brief introductory statement of the Constitutions fundamental purposes and guiding principles,what they hoped the Constitution would achieve. It is however NOT law! It merely an opening statement of the people of its purpose, goals and promote the general welfare of the people. Kiowa Constitution Preamble 1970: We, the members of the Kiowa Indian Tribe of Oklahoma, in order to promote better community relations with other Indian tribes and non-Indians to safe guard and protect the rights, privileges and interests of all Kiowa Indians, to improve the social and economic, medical and other advantages for tribal members regardless of location or residence; to promote the common welfare and to bring the membership of the Kiowa Indian Tribe into a more closely knit and cooperative relationship; do hereby establish this organization and adopt the following constitution and bylaws. Any existing programs that tend to develop economic growth of the Kiowa Indian Tribe shall be continued. The Preamble of the Revised Constitution: We the people of the Kiowa Tribe, pursuant to our inherent sovereignty and under the guidance of Daw Kee (our almighty God) seek to improve, promote, and maintain our language, culture, traditions and independence of our people; to guarantee individual rights and freedom of religion, to preserve our right of self-government,, to promote the social and economic welfare of our members, and to utilize, increase and protect our tribal resources, maintain peace and order, and safeguard individual rights, do ordain and establish this Constitution.
