The RDC Katakwi Mr. Ocailap Filbert led TAC to a road works project in Ongongoja Bridge. This was during the #contractorsdialogue held in Katakwi on 1/09/14. The scope of works was to raise the bridge, install culverts on the 2.5km bridge section and widen to 4.5m. The contract sum was 103 M/= awarded to Olal Brothers. The work actually done was the installation of culverts which are substandard as some have cracks. No head-shoots were put exposing the culvert works to certain erosion by the flood water. The murrum heaps which were dumped on the road were left without leveling and it took community vigilance to level sections for them to cross. The width of the road is also not the required 4.5. Currenlty the bridge area is sure to be washed off if those culverts arent secured. Complete payment was made for the work. Other contractors in the dialogue commented that the contract sum was too low for the scope of works. Others blame the shoddy work on the conflict of interest involving the former district engineer and former CAO. Others still were oft he view that this situation is attributable to contract firms resident outside Katakwi which makes supervision and monitoring by locals difficult.What was clear is that there was no value for money on the 103M/=.
