The Sakala program is being rolled out in half measures, and one single step could change that. At the moment, there is a gradual expansion of the number of services covered by time-bound guarantees. But given the enormous number of types of interactions with the government, this process could take years, maybe even decades to cover all departments. Instead we could invert the process - by declaring that every formal application before the government is entitled to a response within 30-45 days unless the department seeks and obtains an exemption from Sakala for not being bound in this manner. Else it must start implementing it. If this is done we will see a vast expansion of a useful program.
